  • The Autostrada A4 ( Polish for “A4 motorway”) is a completely completed motorway in Poland since July 20, 2016 . It runs along state road 94 from west to east. The longest motorway in Poland with 670 km begins at the German-Polish border near Ludwigsdorf or Jędrzychowice , where it connects to the German Autobahn 4 . The A4 leads via Liegnitz , Breslau , Opole , Kattowitz , Krakow as well as Tarnów and Rzeszów to the Ukrainian border at Korczowa or Krakowez , where it merges into the M10 towards Lemberg .

    In motorways Krzyżowa from discharges Berlin coming A18 highway one. In node-Wrocław Południe the A4 crosses the A8 motorway and in the node-Gliwice Sośnica the A1 motorway .

    The motorway is part of the Europastraße 40 and at the same time part of the pan-European traffic corridor III on the entire route. The European route 462 runs between the motorway junction Mysłowice Brzęczkowice and Balice I on the route of the A4.

    Between Wroclaw and Gliwice as well as Katowice and Krakow , the motorway is subject to tolls for passenger cars .

    Planning history

    The section of the current A4 from the new node Krzyżowa to the former node Owczary in Brzeg , which was closed during the reconstruction of the section from 1997 to 2000 was already in the mid-1930s as part of the planned autobahn Berlin - Bytom (extension of the current German A 15 ) in what was then German Silesia . The first section was opened in September 1936. However, between the current Bielany Wrocławskie junction (then the Breslau junction ) and the former Owczary junction, the motorway was only built with one lane. The section between the Strzelce Opolskie junction (at that time the Wangschütz junction ) and today's Kleszczów junction near Gleiwitz (not available at the time, since the old Reichsautobahn continued from this point along today's state road 88 to Zabrze , but today's A4 runs further south) also goes back to a single-lane section of this Reichsautobahn.

    In the Polish network plans from 1939, a road connection between Krakow and the then also Polish city of Lemberg is planned. In the first post-war plans of 1945 and 1946, only a connection from the German border to Krakow is envisaged. In the network plan from 1963, the route from the German to the Ukrainian border is planned for the first time . In 1971 the route can be seen in its current form. Since then, the A4 has been included in the network plans; in the 1985 network plan it is also referred to as such.

    The Krzyżowa - Krzywa section was part of the former A12 motorway until 2001 and then belonged to the A18 until the A4 section Zgorzelec - Krzyżowa was finally completed in August 2009 .

    Passenger cars

    The entire 344-kilometer section of the motorway from the border crossing at Zgorzelec to the city of Katowice is operated by the state authority GDDKiA . So far, only the second, 162-kilometer section from Bielany Wrocławskie near Wrocław to the Gliwice-Sośnica junction is subject to tolls. Although the 50 km long section of Zgorzelec was up to the node constructed Krzyżowa that the toll could be introduced immediately, but that they build a second toll booth is on a toll system due to the short length and the fact would have to be omitted. This section, together with the next 100-kilometer section from the Krzyżowa junction to the Bielany Wrocławskie junction, will be subject to tolls. To do this, the latter must be adapted to the closed system , i.e. H. all regulations for a (toll) motorway must be met. This adaptation is to take place in an extensive modernization. After the end of the modernization, the entire motorway from the border with Germany to Gliwice will be subject to tolls.

    The approximately 30-kilometer section from Gliwice to Katowice serves as a fast connection in the Upper Silesian industrial area and is not subject to tolls due to the high daily traffic volume of up to 100,000 vehicles in sections.

    The next 60 km section from Katowice to Balice near Kraków will be maintained as a concession . The motorway operating company Stalexport Autostrada Małopolska , which is responsible for the modernization and operation of this section of the motorway, was hired as the concessionaire . Therefore, toll fees are charged at the toll stations on this section. In history, this was the first section of Polish road on which a toll was introduced.

    The remaining 268 km long section of the A4 from Balice near Kraków to the border with Ukraine near Korczowa is in turn operated by the GDDKiA. With the exception of the 38 km Kraków bypass and the 10.5 km Rzeszów bypass, which is a joint stretch of the A4 with the S19 expressway , it is to be subject to tolls.

    Trucks

    The viaTOLL system is used for trucks on all motorway sections operated by GDDKiA . On the other hand, the trucks on the section operated by Stalexport Autostrada Małopolska have to pay the toll manually at the toll stations.

    Jędrzychowice - Zgorzelec

    This 1.8 kilometer section from the former Ludwigsdorf - Jędrzychowice border crossing , which has since been dismantled due to Poland's accession to the European Union and the Schengen Agreement , to the first Zgorzelec node on the Polish side was built between 1992 and 1996 and on July 15 Opened early in 1994 for trucks. The border crossing in the urban area of ​​Görlitz and Zgorzelec was still available for passenger cars. On August 1, 1996, the border crossing was also opened for passenger traffic. From 2007 to 2009 this section was modernized together with the construction of the 49.7 km long section from the Zgorzelec junction to the Krzyżowa junction . a. equipped with concrete ceiling. It has two lanes per lane. Since July 1, 2011, it has been subject to tolls for trucks via the viaTOLL system.

    Zgorzelec - Krzyżowa

    This section from the Zgorzelec junction to the Krzyżowa junction is 49.7 kilometers long and has two lanes per lane. On the part of the Polish government, the section should only be subject to tolls for cars after the modernization of the next section. Since July 1, 2011, it has been subject to tolls for trucks via the viaTOLL system.

    Planning as a Reichsautobahn

    This section was already being planned as part of the Reichsautobahn  9 from Dresden to Breslau at the time of the Third Reich . Bridge structures were completed until all construction work was stopped at the start of the war in 1939. In addition, ground work was carried out. Due to the war, construction work was stopped in 1939. The completed bridge structures and some ground work could still be seen in some places on satellite images until 2007 (see satellite image from 2000 ).

    New building in the 2000s

    At the beginning of the 2000s, the construction of this section along the original route of the Reichsautobahn was planned and prepared for the first time. Construction was originally scheduled to start in 2005. However, there were problems with the tender. The procedure was carried out four times due to three cancellations by the public procurement office . The reasons for this were protests by the construction companies interested in the tender against entries in the tender documents. The first tender was canceled on September 15, 2005, the second started on December 8, 2005, canceled one week later; the third was started on January 3, 2006 and canceled on February 9, 2006. The fourth and final call for tenders began on March 9, 2006. After the date had been postponed 11 times, the construction companies selected were announced on July 24, 2006.

    The construction contracts between the construction companies DTP Terrassement SA (France), Bouygues Travaux Publics (France), VSL SA (Switzerland) (section: Zgorzelec - Wykroty) and Strabag (Austria), Heilit + Woerner (Germany), Mota-Engil (Portugal) , Engenharia E Construcao SA (Portugal) (section: Wykroty - Krzyżowa) and the GDDKiA were signed on November 9, 2006. The construction costs were 87.3 and 158.5 million euros , 83% of which were borne by the European Union .

    The building permit by the Lower Silesian Voivode was granted on March 27, 2007. Construction began on April 10, 2007. Completion was originally planned for this year. In the construction contract, a 19-month construction period from the start of construction was planned, with completion scheduled for December 2008. This deadline could not be met either, the construction period was extended by 9 months to July 2009. After a construction period of 28 months, this section was handed over to traffic on August 14, 2009.

    Krzyżowa - Bielany Wrocławskie

    New construction as a Reichsautobahn

    This section from the Krzyżowa junction to the Bielany Wrocławskie junction was already being planned as part of the Reichsautobahn  9 from Berlin to Breslau during the times of the Third German Reich . Construction began in 1934 and 1935. Completion was achieved after two years. On September 27, 1936, the section from the Krzywa node to the Bielany Wrocławskie node (91.3 km) was handed over to traffic. The section between the Krzyżowa and Krzywa nodes was opened on October 17, 1937. The Reichsautobahn had a street cross-section of two lanes with two lanes each without hard shoulder .

    Modernization in the 2000s

    The roadway was not modernized until the 2000s. The condition of the road surface, which was made up of individual, vertical concrete slabs, deteriorated more and more over the decades, as the individual concrete slabs became detached and sometimes pushed one on top of the other. This created larger gaps between the individual slabs and the road surface became extremely uneven.

    The modernization mainly involved replacing the road surface with a new concrete surface. In addition, 39 bridges were rebuilt. The spread of the two lanes around a hard shoulder had to be discarded, as this would have postponed the urgently needed modernization for years due to the necessary acquisition of land. That is why short emergency bays were set up every 500 to 2000 meters. Due to the lack of hard shoulder, the top speed is limited to 110 km / h.

    The modernization was divided into three stages and took place from 2002 to 2006:

    • The first stage comprised the southern carriageway from the Wądroże Wielkie junction to the Bielany Wrocławskie junction . The construction contract between the construction companies Heilit + Woerner and Budimex Dromex SA and the Polish Ministry of Transport was signed on July 11, 2002. The construction costs amounted to 48.8 million euros. It was completed on September 17, 2004.
    • The second stage comprised the southern carriageway of the section between the Krzywa and Wądroże Wielkie nodes and the northern carriageway of the section from the Krzywa node to the Legnica node . Strabag and Mota Companhia were selected as construction companies . The contract was signed on April 16, 2003, and completed on December 15, 2005. The construction costs amounted to 63.6 million euros.
    • The third stage comprised the northern carriageway of the section from the Legnica junction to the Bielany Wrocławskie junction. In the construction contract, which was signed with the companies Hermann Kirchner GmbH , Max Bögl and Berger Bau GmbH on November 15, 2004, construction costs were set at 42.7 million euros. It was completed on August 14, 2006.

    Planned modernization in the 2010s

    The modernization mainly provides for the adaptation of the section to that of a modern motorway. An extension of the hard shoulder is planned along the entire route, and a third lane is to be added to the lanes between the Krzywa and Bielany Wrocławskie junctions. In addition, the construction of three new nodes is planned, eight are to be eliminated completely, the rest are to be modernized. This is necessary so that all nodes can be provided with toll booths. Overall, the number of nodes is to be significantly reduced so that the guideline of a minimum distance between two nodes of 5 kilometers can be complied with. Several municipalities protested against this, fearing the negative effects of longer access to the motorway. The construction of 8 rest stops and green bridges as well as the construction of all 41 bridges is to take place. The modernization was originally supposed to start in mid-2012; according to current plans, the start is planned for April 2019 [out of date] . The work is expected to be completed in 2021.

    Bielany Wrocławskie - Kleszczów

    This section runs for 143.1 kilometers from the Bielany Wrocławskie junction to the Kleszczów junction. It is equipped with two lanes per lane. On July 1, 2011, the mandatory toll for trucks was introduced via the viaTOLL system. Together with the following section Kleszczów - Gliwice Sośnica , this section was prepared for toll collection for passenger cars from 2009 to 2012. Two toll booths were set up shortly after the Bielany Wrocławskie junction and shortly before the Gliwice Sośnica junction along the roadway, as well as a toll booth at the intersections along the connecting ramps. Toll collection for cars started on June 1, 2012.

    New construction as a Reichsautobahn

    This section from the Bielany Wrocławskie junction to the Kleszczów junction was  planned as Reichsautobahn 29 at the time of the Third German Reich . Until 1945, due to the war, only two sections between the Bielany Wrocławskie and Brzeg nodes (28.7 km) and between the Strzelce Opolskie and Kleszczów nodes (17.9 km) with only one lane and two lanes could be realized. The section from the Brzeg junction to the Strzelce Opolskie junction was under construction but was not completed.

    New construction and modernization in the 1990s and 2000s

    The modernization of the two-lane sections from the time of the Third Reich as well as the new construction and completion of the missing sections were divided into five stages and took place from 1997 to 2003:

    • The first stage comprised the section from the Bielany Wrocławskie junction to the Brzeg junction (40.7 km). The construction contract between the construction company Dromex SA and the Polish Ministry of Transport was signed in December 1997. The construction costs amounted to 86 million euros. Completion took place on December 16, 2000, six months before the date specified in the contract.
    • The second stage covered the section from the Brzeg junction to the Opole  Zachód junction (28.7 km). The construction contract between the construction company Dromex SA and the Polish Ministry of Transport was signed in 1997. The construction costs amounted to 365 million zlotys (corresponds to approx. 91 million euros). Completion took place on September 30, 2000, seven months before the date specified in the contract.
    • The third stage covered the section from the Opole  Zachód junction to the Opole Południe junction (21.4 km). The construction contract between the construction companies Ilbau / Kirchner and Dromex SA and the Polish Ministry of Transport was signed in December 1997. The construction costs together with the fourth stage amounted to 936 million zloty (corresponds to approx. 234 million euros). Completion took place on December 16, 2000, one year before the date specified in the contract.
    • The fourth stage covered the section from the Opole Południe junction to the Strzelce Opolskie junction (34.4 km). The construction contract between the construction companies Ilbau / Kirchner and Dromex SA and the Polish Ministry of Transport was signed in December 1997. The construction costs together with the third stage amounted to 936 million zlotys (corresponds to approx. 234 million euros). Completion took place on July 26, 2001, five months before the date specified in the contract.
    • The fifth stage comprised the section from the Strzelce Opolskie junction to the Kleszczów junction (17.9 km). The construction contract between the construction companies Prinż SA and Dromex SA and the Polish Ministry of Transport was signed in 2001. The construction costs amounted to 342 million zlotys (corresponds to approx. 86 million euros). It was completed on November 4, 2003.

    Kleszczów - Gliwice Sośnica

    This section of the A4 runs from the Kleszczów junction to the Gliwice Sośnica junction . It is expanded with two lanes per lane with the possibility of adding a third lane. The contract for the construction of this 19.1 km long motorway section was signed on February 27, 2003. The companies MSF-Moniz da Maia, Serra & Fortunato-Empreiteiros SA and Teodoro Gomes Alho & Filhos were hired as construction companies. Construction began on July 8th, 2009. Completion took place in October 2005, the handover to traffic on October 28th, 2005. The construction costs amounted to EUR 68.7 million. The total project costs totaled 100.5 million euros, of which 75.4 million euros were borne by the European Union .

    On July 1, 2011, the mandatory toll for trucks was introduced via the viaTOLL system. Together with the preceding Bielany Wrocławskie - Kleszczów section , this was prepared for toll collection for passenger cars from 2009 to 2012. Two toll booths were set up shortly after the Bielany Wrocławskie junction and shortly before the Gliwice Sośnica junction along the roadway, as well as a toll booth at the intersections along the connecting ramps. Toll collection for cars started on June 1, 2012. Shortly before the toll went into operation, the protest by the city of Gliwice to exclude the section as a southern bypass of the city from the toll had an effect, as a toll exemption was only introduced for this section.

    Gliwice Sośnica - Katowice Murckowska

    This 26 km long section runs from the Gliwice Sośnica junction to the Katowice -Murckowska junction. It has three lanes per lane. The maximum speed between the Katowice Mikołowska and Katowice Murckowska nodes is limited to 100 km / h. Due to its importance as a fast connecting road in the Upper Silesian industrial area and the high daily traffic volume of up to 100,000 vehicles in sections, no tolls are planned for passenger cars. With the introduction of the viaTOLL system on July 1, 2011, it became a toll vehicle for trucks.

    The section was realized in three stages from 1994 to 2005 from east to west:

    • The first stage comprised the construction of the section between Katowice Mikołowska and the Katowice Murckowska junction (3.9 km). Construction took place from 1994 to 1999. On November 10, 1999, the section was opened to traffic. The modernization was carried out from 2007 to 2009. It started in September 2007. Budimex SA was selected as the construction company . The construction work lasted a total of two years and was completed on September 25, 2009. The entire road surface of the A4 was renewed and the most frequently used motorway junction in Poland, Katowice Murckowska, was rebuilt. The cost was 231 million zlotys.
    • In the second stage the construction of the next section to the west from the Chorzów junction to the Katowice Mikołowska junction (4.4 km) took place between 1998 and 2001. On November 30, 2001, traffic was handed over. All construction work was completed by the end of June 2002. The companies Prinż SA and Dromex SA were hired as construction companies.
    • In the third stage, the 17.7 km long motorway section between the Gliwice Sośnica and Chorzów nodes was rebuilt between 2003 and 2005. The contract with the construction companies Prinż SA and Holding Skanska WPRD (section: Chorzów - Ruda Śląska ) and Strabag (section: Ruda Śląska - Gliwice Sośnica) took place in April 2002. A construction period of 2.5 years was agreed. The traffic handover took place on January 25, 2005. The construction costs amounted to 134.5 million euros. So this was the most expensive section of the motorway in history.

    Katowice Murckowska - Balice I.

    This 60.9 kilometer section runs from the Katowice -Murckowska junction to the Balice  I junction near Kraków . It is expanded with two lanes per lane with the possibility of adding a third lane. Since 1997, the route has been operated by the motorway operator Stalexport Autostrada Małopolska under a concession. Since 2000, the route has been subject to tolls for both cars and trucks.

    New construction and modernization in the 1980s and 1990s

    The construction of the road from Katowice to Kraków, which was not yet known as a motorway at the time, took place in the 1970s, 1980s and 1990s. The first section was the line from the Jaworzno Wschód junction to the Balice I junction (35.9 km) in 1978–1986 and opened on November 22, 1986. In the years 1986–1991, the section between the nodes Mysłowice Morgi and Jaworzno Wschód (18.7 km) was realized and completed on September 4, 1991. The last section from the Katowice Murckowska node to the Mysłowice Morgi node (6.3 km) was built in the years 1989-1996 and opened on October 30, 1996. In the mid-1990s it was decided to renew the pavement of the oldest two sections as well as the five bridges, which were in the worst condition, in order to be able to call the route a motorway and to promote the development of the cities of Katowice and Kraków. This modernization took place in 1996 and 1997 and was financed by a loan of 225 million PLN through the European Bank for Reconstruction and Development .

    Concession and modernization

    Due to a lack of public funds to improve the infrastructure, the government decided in the mid-1990s to hand over control of the modernization of the A4 to a concessionaire and to collect the money from toll revenues. The tender was started in 1995. On September 19, 1997 the concession agreement was signed with the public limited company Stalexport Autostrady SA . It was agreed that the motorway would be modernized during the concession and adapted to the standards of a motorway. The concession will end in 2027 and the modernized motorway will be nationalized again. In addition, the contract limits the possibility of expanding roads parallel to the motorway section to form the motorway section. Any modernization or expansion of a parallel street can be seen as competition and result in compensation for the operator. In addition, the state has no influence on the amount of the toll and cannot decide on toll increases. On July 28, 2004, the Polish Ministry of Transport transferred the concession to the subsidiary Stalexport Autostrada Małopolska SA

    From 1997 to 2000 two toll booths were set up at the beginning and the end of the section ( open system ), four rest stops and a motorway maintenance depot. The toll began on April 3, 2000. Further modernization began in 2003. The entire road surface and 31 bridges were renewed, and 10 kilometers of new noise barriers were built. At the end of November 2009 the end of the 6-year modernization was announced, which cost 500 million zlotys and was largely financed by loans and equity. The next stage of modernization began in 2010. By 2012 the remaining 22 bridges had been renewed, a further 800 meters of noise barriers and the Brzęczkowice tollbooth were modernized and expanded. The Balice toll station is currently being modernized and expanded. The stage will cost about 200 million złoty. In further stages, the construction of further rest stops, the construction of new green bridges, the reconstruction of the nodes Mysłowice Morgi, Rudno and Jaworzno  Wschód as well as the complete replacement of the road surface are planned.

    Balice I - Kraków Wieliczka

    This 23.8-kilometer section runs from the Balice  I node to the Kraków- Wieliczka node. It has three lanes per lane. As a large bypass around Kraków for transit traffic, it remains toll-free for cars. Since July 1, 2011, it has been subject to tolls for trucks via the viaTOLL system.

    Construction of the section from the Balice I node to the Kraków Południe node

    The construction of the section from the Balice I node to the Kraków Południe node was carried out in three stages from 1979 to 1995.

    • In the first stage, the section between the Balice I node and Kraków Tyniec was completed (7.4 km). The construction took place in the years 1979-1991. The first two kilometers were released on December 8, 1988, the rest in 1993.
    • The second stage included the construction of the next section from the Kraków Tyniec node to the Kraków Skawina node (4 km), which took place from 1988 to 1993 and was completed in 1993.
    • The next section between the Kraków Skawina and Kraków Południe nodes (5.4 km) was built in the third stage from 1993 to 1995 and completed on October 27, 1995. In order to be able to open the section to traffic, an additional 700 meters long, provisional connection to Kąpielowa Street had to be made, which represented the end of the motorway from October 27, 1995 to December 19, 2002. After the opening of the last stage, the connection was closed and dismantled.

    New construction of the section from the Kraków Południe node to the Kraków Wieliczka node

    The construction of this 7.0-kilometer-long section was divided into two further parts: from the Kraków Południe junction to the bridge over the Malinówka stream (5.9 km) and from the bridge over the Malinówka stream to the Kraków Wieliczka junction (1, 1 km). Construction of the first part by Budimex Dromex SA and Przedsiębiorstwa Robót Inżynieryjnych Sp. Z oo began in March 2000 after the tendering process ended in October 1999. The completion took place in December 2002, the traffic handover on December 19th. The second part was built by the construction company Gdańskie Przedsiębiorstwo Robót Drogowych SA. The tender was closed in April 2000, and the start of construction was announced in October 2000. Completion was scheduled for May 2003. On December 19, 2002, the section with a provisional end of the A4 was opened. On September 3, 2003, the Kraków Wieliczka node went into operation. The construction costs of the entire stage amounted to around 400 million zlotys, a large part of which came from the state treasury and a loan from the European Investment Bank . In 2009 the Kraków Wieliczka node was expanded to include the 9th connecting ramp to enable traffic from Wieliczka to Tarnów . Construction work was completed on December 10, 2009.

    Modernization of the section from the Balice I node to the Kraków Południe node

    Between 2007 and 2009, the section from the Balice I node to the Kraków Południe node was modernized for 150 million złoty. The road surface was renewed and reinforced and the roadways were extended by a third lane. The Kraków Południe junction was modernized in a separate measure from 2010 to 2011.

    Kraków Wieliczka - Targowisko

    This section runs from the Kraków- Wieliczka junction to the Targowisko junction (formerly Szarów). The contract for the construction of this 19.9 km long motorway section was signed on April 3, 2007. The companies Dragados and Polimex-Mostostal were hired as construction companies . A construction period of 24 months was agreed, which officially began on April 27, 2007. The completion and handover was originally planned for April 2009. However, this deadline could not be met, so that the construction work was extended to September 30, 2009. The traffic handover took place on October 28, 2009. The construction costs amounted to around 839 million złoty .

    The 3 km long section between the Kraków Wieliczka and Kraków Bieżanów nodes has two lanes with three lanes each. The remaining 19 km long route from the Kraków Bieżanów junction to the Targowisko junction has been expanded with two lanes, each with two lanes and the option of adding a third lane.

    The 12-kilometer section to the Staniątki toll station will remain toll-free for cars . From the Staniątki toll station, the remaining 7 km long section will be subject to tolls for cars in the future. Since July 1, 2011, the entire 19-kilometer section has been subject to tolls for trucks using the viaTOLL system.

    Targowisko - Brzesko

    In September 2008 the localization of this section of the A4 was decided. This section runs over a length of 23.1 kilometers from the Targowisko junction (formerly Szarów) to the Brzesko junction . The section has been expanded with two lanes per lane and will be subject to tolls for all vehicles in the future.

    The tender began in January 2009 and ended on December 22nd, 2009 with the signing of the contract between GDDKiA and the selected consortium consisting of the construction companies Polimex-Mostostal SA (Poland), Doprastav AS (Slovakia) and Metrostav as (Czech Republic). The construction costs amounted to 778 million zlotys. The official start of construction took place on January 26, 2010. A 24-month construction period was planned, which should end on January 26, 2012. However, due to the floods in Central Europe in 2010 , construction delays occurred , so that completion had to be postponed to September 2012. This deadline could not be kept either. The construction work was extended until the end of 2012. On November 29, 2012 the section was handed over to traffic prematurely. Only the northern carriageway was opened on the section between the Bochnia and Brzesko nodes , so that traffic, which was limited to vehicles up to 12  tons , was guided on one lane per direction with speed restrictions. The second lane was opened on December 22, 2012, but the maximum speed was limited to 110 km / h until the end of all construction work by December 2013. On October 5, 2013, the ban on trucks over 12 t was lifted.

    Brzesko - Tarnów Zachód

    In September 2008 the localization of this section of the A4 was decided. This section runs for a length of 20.8 kilometers from the Brzesko junction to the Tarnów  Zachód junction and has two lanes per lane. In the future, the motorway is to be subject to tolls for all vehicles.

    First contract

    The tender began in January 2009 and ended on February 5, 2010 with the signing of the contract between GDDKiA and the selected consortium consisting of the construction companies NDI SA (Poland) and SB Granit SA (Macedonia). The construction costs amounted to 623 million zlotys. A 24-month construction period was planned, which should end in February 2012. The choice of this consortium by the GDDKiA was complained about by the other interested companies Dragados and the consortium around Poldim SA. The lawsuits were ultimately dismissed.

    Termination of contract

    On February 23, 2011, the contract concluded with the consortium was prematurely terminated by the GDDKiA . The reasons for this measure on the part of the GDDKiA were that the construction work would be delayed by several months and would not be accelerated. So far, only 17% of all construction work has been completed, although half of the construction time has passed. The construction of the bridges is nine months late, the construction of the roadways is four to five months late. In addition, the consortium was accused of having too few staff on the construction site. The compensation to be paid by the consortium was set at PLN 62.3 million. The consortium left the construction site at the end of April 2011.

    Second contract

    At the end of July 2011 the new tender was started. The further construction of the section was divided into stages and should take place in a maximum of 21 months. At the beginning of September a consortium consisting of the companies Heilit + Woerner , Strabag , Poldim SA and Przedsiębiorstwo Inżynieryjne IMB was selected. The contract between this consortium and the GDDKiA was signed on September 27, 2011 . The construction costs were set at 642 million zlotys. At the beginning of April 2012, the construction company Poldim SA filed for bankruptcy due to financial problems, so that part of the construction work carried out by this construction company had to be taken over by Strabag.

    On November 29, 2012 the section became navigable prematurely. Only the northern carriageway was opened, so that the traffic, which is limited to vehicles up to 12  tons , was carried on one lane per direction with speed restrictions of 90 km / h, as the section was not marked as a motorway . The second lane was handed over to traffic on May 15, 2013, but the maximum speed was limited to 110 km / h until the end of all construction work in August 2013. During the six-month, two-lane traffic routing, there were a total of 31 collisions and four serious accidents with 12 injured people. On October 5, 2013, the ban on trucks over 12 t was lifted.

    Tarnów Zachód - Tarnów Północ

    In September 2008 the localization of this section of the A4 was decided. This section runs for a length of 12.9 kilometers from the Tarnów Zachód junction to the Tarnów Północ junction and thus represents a bypassing Tarnów. The section has been expanded with two lanes per lane and will be subject to tolls for all vehicles in the future.

    The tender began in January 2009 and ended on January 4, 2010 with the signing of the contract between GDDKiA and the selected construction company Dragados . The construction costs amounted to 542 million zlotys. A 24-month construction period was planned, which should end in February 2012. However, the floods in Central Europe in 2010 led to construction delays, so that completion had to be postponed to August 2012. This deadline could not be kept either. The construction work was extended until the end of 2012. All construction work could be completed by October, but the traffic handover awaited a joint opening with the two previous sections. On November 29, 2012, this section was opened to traffic, which was restricted to vehicles up to 12  tons . On October 5, 2013, the ban on trucks over 12 t was lifted.

    Tarnów Północ - Dębica Wschód

    This 34.8-kilometer section runs from the Tarnów Północ junction to the Dębica Wschód junction and will have two lanes per lane with the option of adding a third lane. In the future, this section will be subject to tolls for all vehicles.

    First contract

    The tender began in June 2009 and was confirmed with the signing of the contract with the consortium consisting of the Polish companies Hydrobudowa Polska SA, PBG SA, Aprivia SA and the Irish construction company SIAC Construction Ltd. ended on July 7, 2010. Due to the fact that NDI SA did not offer the cheapest offer, the second offer had to be checked and selected. Therefore, the tender lasted over a year. The construction costs were set at 1.75 billion złoty and the construction time should last 24 months. Completion was planned for August 2012.

    Termination of contract

    On July 25, 2012 the GDDKiA breached the contract. The reason for this was that the Polish companies PBG SA, Hydrobudowa SA and Aprivia SA filed for insolvency at the beginning of June 2012 and the construction work was therefore shut down. In addition, only 48% of all construction work had been completed by the end of July 2012, although 95% of the construction time had already passed. The consortium illegally requested an increase in the fixed construction costs by 200 million zlotys. The compensation to be paid by the consortium was set at PLN 43.7 million. Irish construction company SIAC Construction Ltd. filed a lawsuit because, in their opinion, the breach of contract was first submitted by the consortium and not by the GDDKiA. The lawsuits were finally dismissed in late November 2012.

    Second contract

    The second tender was launched at the end of November 2012. The offers opened on February 15, 2013. The cheapest offer was made by a consortium consisting of the construction companies Heilit + Woerner Budowlana Sp. Z oo as leader and Budimex SA as partner with construction costs of 981 million zlotys. After examining the offers, the contract was signed on May 7, 2013. The construction time was set at 18 months. Thus, the completion should take place in November 2014. After just six months of construction, the Dębica  Wschód junction was opened on October 30, 2013, which enabled the transfer of traffic to the next, already completed section . One year later, the entire section was ceremoniously opened to traffic on October 30, 2014. Remaining construction work outside of the carriageways is to be continued until mid-2015 [obsolete] .

    Dębica Wschód - Rzeszów Zachód

    This 32.7-kilometer section leads from the Dębica Wschód junction to the Rzeszów Zachód junction and has two lanes per lane with the option of adding a third lane. In the future, this section will be subject to tolls for all vehicles.

    The tender began in June 2009 and ended with the signing of the contract with the construction company Budimex SA on May 10, 2010. The construction costs were set at 1.73 million zlotys. The construction phase should last 24 months. The official start of construction took place on June 9th. Completion had been agreed by June 2012. However, this deadline could not be kept. First, the construction work was extended to October 2012, and finally to the end of 2012. Due to the fact that this construction only comprised one node and both the start and the end point were to be built in the other two sections, traffic had to be handed over to completion be serviced in the adjacent sections. The section was opened after the completion of the Dębica  Wschód node and the following section on October 30, 2013.

    Rzeszów Zachód - Rzeszów Północ

    This 4.0 kilometer section from the Rzeszów Zachód junction to the Rzeszów Północ junction is part of the Rzeszów bypass and should therefore remain toll-free for cars. The section is expanded with two lanes with the possibility of adding a third lane per lane.

    First contract

    The first tender included the construction of this 4-kilometer section and the 4.4-kilometer section of the S19 expressway from the Rzeszów Zachód junction to the Rzeszów-Świlcza junction. It began in May 2009 and ended with the signing of the contract with the consortium consisting of the Polish companies Radko Sp. Z oo, Autostrada Wschodnia Sp. Z oo and the Indian company Punj Lloyd Ltd. on April 22, 2010. The construction costs were offered at 442 million zlotys, of which 234 million zlotys were accounted for on the A4 section and 207 million zlotys on the S19 section. The construction time should be 18 months. The official start of construction took place in May, completion was planned for November 2011. However, this deadline could not be met, the construction work was finally extended to February 16, 2012.

    Termination of contract

    On June 8, 2012 the GDDKiA breached the contract. The reason for this was that there were long delays. By the end of May 2012, only 49% of all construction work had been completed, although construction work had been in progress for 23 months. The compensation to be paid by the consortium for both sections has been set at PLN 22 million.

    Second contract

    The second call for tenders was launched in July 2012 and only covered the section of the A4. The cheapest offer came from the construction company Budimex SA with construction costs of 183 million zloty. The contract with the GDDKiA was signed on February 1, 2013. A construction period of 14 months was agreed. The section was completed by the end of April 2014. The roadways were completed after just 9 months and opened on October 30, 2013.

    Rzeszów Północ - Rzeszów Wschód

    This 6.9-kilometer section from the Rzeszów Północ junction to the Rzeszów Wschód junction is part of the Rzeszów motorway bypass and should therefore remain toll-free for cars. The section is expanded with two lanes with the possibility of adding a third lane per lane.

    The tender for the construction was started in March 2009 and declared ended on December 10, 2009 with the selection of the consortium consisting of the construction companies Mostostal Warszawa SA and Acciona SA . The selection of this offer by the GDDKiA was then checked by the Public Procurement Office . On December 29, 2009, the building permit was granted by the Subcarpathian Voivode . The inspection was ended in February 2010, so that the construction contract with the selected consortium could be signed on February 26th. The construction costs were set at 439 million złoty, the construction time at 18 months. The official start of construction took place on March 29, 2010. Completion was planned for September 2011, but could not be achieved. The construction work was extended until June 2012. All construction work was finished at the beginning of July. The traffic handover finally took place on September 10, 2012.

    Rzeszów Wschód - Jarosław Zachód

    This 41.2-kilometer section runs from the Rzeszów Wschód junction to the Jarosław Zachód junction and will have two lanes per lane with the option of adding a third lane. In the future, this section will be subject to tolls for all vehicles.

    First contract

    The tender started in November 2009 and ended with the signing of the contract with the construction company Polimex-Mostostal SA and Doprastav as (Slovakia) on September 23, 2010. The construction costs were set at 2.195 million zlotys. The construction phase should take 21 months. Completion had been agreed by July 2012. However, this deadline could not be kept. First the construction work was extended until the end of 2012, then August 2014, and finally until the end of 2014. By the end of 2012, half of all construction work had been completed. On December 20, 2013, the Jarosław Zachód node was opened.

    Termination of contract

    The contract between the construction company and GDDKiA was terminated on January 14, 2014 after the GDDKiA had set the consortium a deadline of February 6, 2014 to disclose the necessary financial guarantees and funds for the completion of the construction work by the end of 2014. By the end of 2013, 69% of all construction work had been completed. On the part of the construction company Polimex-Mostostal, the GDDKiA was accused of failing to submit the legal payment security for construction work within the prescribed period, of violating essential contractual provisions, which consisted in the rejection of legitimate claims by consortia, and of delaying the payment of wages. Thus, the company has a right to claims for damages in the amount of 475 million zlotys for the terminated construction contracts on both the A4 and A1 (Łódź Północ – Tuszyn) and S1 (Bielsko-Biała – Żywiec) . The GDDKiA refused the payment. The start of negotiations regarding a possible agreement was announced in court at the end of May 2017. The total value in dispute is 507.5 million zloty on the part of the consortium and 503.9 million zloty on the part of the GDDKiA.

    Second contract

    A new invitation to tender began on February 14, 2014. The bids were opened on June 6, 2014. The cheapest offer was made by a consortium consisting of the construction companies Budimex SA and Strabag Sp. Z oo with construction costs of 770 million złoty. After examining the offers, the contract was signed on September 16, 2014. The construction work should be completed within 14 months and the section should then be opened to traffic. In January 2016 the construction costs were increased by 215 million złoty to 985 million złoty and the completion was postponed until August 2016. The reason for this lay in the implementation of necessary repair work on some bridge structures that were built by the previous consortium against the planning documents and that were damaged.

    Jarosław Zachód - Przemyśl

    This 24.5-kilometer section leads from the Jarosław Zachód junction to the Przemyśl junction and has two lanes per lane with the option of adding a third lane. In the future, this section will be subject to tolls for all vehicles.

    The tender for the planning and construction of this section started in March 2009 and ended with the signing of the contract with the consortium consisting of the construction companies Budimex SA and Ferrovial Agroman SA (Spain) on October 29, 2009. The investment costs were set at 969 million zlotys. The official start of construction should take place after the end of the planning phase and the granting of the building permit. Completion had been agreed by April 2012. The section was again divided into stages: Jarosław Zachód node - Jarosław Wschód node (8.7 km) and Jarosław Wschód node - Radymno node (15.8 km). The Subcarpathian Voivode issued the building permit for the first stage on August 13, 2010, so that construction work officially began on August 18. The building permit for the second stage was granted on September 24th, so construction work began on October 8th. The planned completion in April 2012 could not be met. First, the construction work was extended to October 2012, and finally to the end of 2013. The second stage was handed over to traffic on May 27, 2013. The first stage could only be opened with the completion of the Jarosław Zachód junction, which is part of the previous section. The opening took place on December 20, 2013.

    Przemyśl - Korczowa

    This 22.6-kilometer section leads from the Przemyśl junction to the border crossing with the Ukraine near Korczowa and has two lanes per lane with the option of adding a third lane. In the future, this section will be subject to tolls for all vehicles.

    The tender began in March 2009 and ended with the signing of the contract with the Greek construction company J&P Avax on November 4, 2009. The investment costs were set at 818 million zlotys . The official start of construction should take place after the end of the planning phase and the granting of the building permit. Completion had been agreed by April 2012. The section was again divided into stages: Przemyśl junction - Korczowa junction (approx. 17 km) and Korczowa junction - PL / UA border crossing (approx. 5 km). The Subcarpathian Voivode issued the building permit for the first stage on December 13, 2010, so that construction work officially began in December 2010. The building permit for the second stage was granted on January 31, 2011, so that construction work here could not begin until February 2011. The planned completion in April 2012 could not be met. First the construction work was extended until the end of 2012, then until August 2013 and finally until December 2013. The section was opened to traffic on December 23, 2013. The remaining construction work outside the roadways, u. a. the completion of the Korczowa node should be completed in 2014. The node opened on June 18, 2014.
