The first written mention of the villages of Proseč, Domaslavice and Padouchov, which belonged to the Aicha rulership , took place in 1547, when Ferdinand I confiscated Adam von Wartenberg's property because of his participation in the class uprising. The place name Proseč mean punch , Durchhau . Javorník is also mentioned for the first time in 1548. In 1552 Johann von Oppersdorff bought the Aicha estate. On June 24, 1554, Oppersdorff and his younger brothers Georg and Wilhelm were given the title of Aich and Friedstein as a baron . Johann von Oppersdorff, who is also at the since December 1, 1556 Landtafel was registered as the new owner, died in 1584 without issue. After inheritance regulation was still not completed in 1589, Emperor Rudolf II took over the administration. In the following year, the sons of Georg von Oppersdorff, Georg the Younger and Friedrich took over the inheritance and had an arable land created for the lords of Aicha and Friedstein, which contained 49 villages. In 1591 the brothers sold the Aicha estate to Zikmund Smiřický of Smiřice . He died in 1608 and Albrecht von Waldstein was appointed guardian for his underage son, Jindřich Jiří, who was later declared insane. Waldstein released the Domaslavice estate including Proseč from the Aicha lordship and added it as a fief to the Friedland lordship . In 1628 Wallenstein sold Domaslavice with Proseč to Paolo and Anna Susanna Cornazano. After Anna Susanna Cornazano died without descendants, their property fell to Johann Ludwig Hektor von Isolani . This rejoined the estate under the rule of Aicha, which he had received in 1635 from the confiscated Wallenstein property.

Proseč then always remained associated with Český Dub . Subsequent owners were Regina von Isolani, who gave the rule to the monastery of St. Jakob in Vienna donated the religious fund after the secularization of the monastery and, from the 1st half of the 19th century, the Prince Rohan .

After the Munich Agreement , Proschwitz was added to the German Reich in 1938 and belonged to the Reichenberg district until 1945 . In 1939, 548 people lived in Proschwitz.

After the end of the Second World War, the village came back to Czechoslovakia. The place name was expanded with the addition of pod Ještědem and the municipality was part of the Okres Liberec-okolí. In 1961 Javorník (with Domaslavice, Horka and Padouchov) was incorporated, at the same time the community Proseč pod Ještědem was assigned to the Okres Liberec .
