Johannes "John" Mutorwa (born August 17, 1957 in Nyangana , South West Africa ) is a Namibian politician of SWAPO , who was Minister for Basic Education from 1995 to 2005 and Minister for Youth, National Services, Sport and Culture between 2005 and 2008 , between 2008 and 2018 Minister for Agriculture, Water and Forestry and since then Minister for Public Works and Transport .

Life

Mutorwa, who joined the South-West Africa People's Organization ( SWAPO ) as a member in 1978 , completed a teaching degree at the University of Fort Hare in South Africa after attending school , from which he graduated in 1984 with a Bachelor of Arts (BA) and a teaching diploma. He then worked briefly between 1985 and 1986 as a teacher at the secondary school in Rundu and from 1987 to 1989 rector of the Linus Shashipapo Secondary School , the oldest school in the Kavango region at that time . In 1990 he briefly served as rector of the local Maria Mwengere Secondary School and then from 1990 to 1992 as regional commissioner for the schools in the Kavango, Omega and Tsumkwe region .

In 1992 Mutorwa was elected member of parliament for the first time as a candidate for SWAPO and has been a member of it ever since. Immediately afterwards he became Deputy Minister for Water Affairs in 1992 and then Deputy Minister for Youth and Sport from 1993 to 1994, before he was Deputy Minister for Fisheries and Marine Resources from 1994 to 1995. During this time he completed a history degree at the University of Namibia (UNAM), founded in 1992 , which he also completed in 1995 with a Bachelor of Arts (BA History). In 1995 he surprisingly replaced Nahas Angula as Minister for Basic Education in the second cabinet of President Sam Nujoma and held this ministerial office for ten years until 2005 in the third Nujoma cabinet . In 1997 he became a member of the Central Committee (ZK) of SWAPO and has been a member of it ever since. He also completed a degree in Interdisciplinary Education at Montana State University - Bozeman , which he completed in 2002 with a Masters (Masters in Inter-Disciplinary Studies (MIS) in Education).

On March 21, 2005, Mutorwa took over the post of Minister for Youth, National Services , Sports and Culture in the first cabinet of President Hifikepunye Pohamba . As part of a cabinet reshuffle, he succeeded Nickey Iyambo as Minister for Agriculture, Water and Forestry in 2008 . He has since held this post in the second Pohamba cabinet and from 2015 to 2018 in the cabinet of President Hage Geingob .
