The Scottish Football League First Division was held for the 24th time in 1998/99 as only the second highest Scottish league under this name. In the second-highest division of men's football in Scotland , 10 clubs competed against each other in a total of 36 matchdays in the 1998/99 season. The championship was won by Hibernian Edinburgh , who at the same time secured participation in the 1999/2000 Premier League season . Hamilton Academical and FC Stranraer had to relegate to the Second Division . Scorer with 18 goals was Glynn Hurst of Ayr United .
