Rhenish town regulations

The Rheinische city order was established in 1856. It marks the beginning of modern local government in time to Prussia belonging Rheinland . The constitutional classification of the municipalities in the state has long been controversial. Until the middle of the 20th century the view persisted that municipalities are not part of the state, but rather a social phenomenon. The Prussian city ordinances of 1808 and 1831 serve as the basis for the Rhenish city order. In the modern sense, however, these had some weaknesses: For example, the old-class social order was retained and the active right to vote was tied to property.

Before the introduction of the Rhenish city order in 1856, there was disagreement between the Prussian central authority and the Rhineland. While the Rhineland was shaped by modern legal, economic and constitutional structures - an achievement that had remained from French rule - the eastern provinces , which were shaped by agriculture and estates, contrasted with that. The revolution in 1848 and the new municipality order in 1850 promoted a liberal basic order. The constitutional enforcement of the town order was finally completed on May 15, 1856. The Rhenish City Code was replaced on January 1, 1934 by the Prussian Municipal Constitution Act.
