qualification
The Czech Republic was set as the host. The four best teams at the 1995 European Championship were also automatically qualified. These were the Netherlands as defending champions, second Croatia , third Russia and fourth Germany .
Nineteen other teams played for seven more places in the finals. In the first qualifying round, the teams were divided into two groups of three and three groups of four and played against every opponent at home and away. The group winners were qualified directly. The runners-up identified two more participants together with the host Slovakia in Nitra . The four best teams in the group of six played the semi-finals and the finalists reached the European Championship finals.
