The tournament began with a preliminary round in four groups (A – D) with four teams each. There were three points for a 3-0 or 3-1 win, two points for a 3-2 win, one point for a 3-2 defeat and a 1-3 or 0-3 defeat no point. In the event of a tie, the number of games won and then the rate quotient decided. If there was equality here too, the ball point quotient (BPQ) decided and finally the direct comparison of the teams concerned. The top three teams in each group reached the second round. There, third in the group met runners-up before the respective winners met a group first. The four successful teams in the second round reached the semi-finals. The losers in the semi-finals played for third place, the winners determined the new European champion in the final.

The remaining participants were determined in three qualifying rounds. In the first round there was only one match with a return leg. Latvia prevailed on May 12 and 20, 2012 with two 3-0 victories against Cyprus and reached the second round, which took place in September 2012. There the 24 participants were divided into six groups.
