The 1991 European Women's Volleyball Championship was held in Italy from September 28th to October 6th . The games were played in Rome , Ravenna and Bari . While the Soviet Union won the title for the 13th time, the German team that competed together for the first time after reunification reached third place.

The twelve participants were divided into two groups of six in the preliminary round. The group winners and runners-up reached the semi-finals. The third and fourth played for places five to eight.

Italy was set as the host. The top three teams from the 1989 European Championship were also automatically qualified. These were the Soviet Union as defending champions, the second Germany (formerly GDR) and the fourth Romania .
Eighteen other teams played in two groups of four and two groups of five for eight more places in the finals.
