The 2003 European men's volleyball championship took place in Germany from September 5th to 14th . The games were played in Berlin , Karlsruhe and Leipzig . Italy won the title for the fifth time.

First there was a preliminary round, in which the twelve teams were divided into two groups of six. The two best teams in each group reached the semi-finals. The table third and fourth played for places five to eight.

For the first time, the venues were changed during the preliminary round. The first games of group A took place in Leipzig and group B first played in Karlsruhe. Halfway through the preliminary round there was a change so that all teams could play in both cities.

Germany was set as the host. The top five teams from the 2001 European Championship were also automatically qualified. These were Serbia and Montenegro (previously the Federal Republic of Yugoslavia) as defending champions, the second Italy , the third Czech Republic , the fourth Russia and the fifth Poland .
Sixteen teams played for six more places in May 2002 and a year later. The games of the four groups of four were each played in two tournaments on one weekend. The group winners and the two best runners-up reached the finals.
