Wilhelm Leuschner Medal
The Wilhelm Leuschner Medal is the highest award in the State of Hesse . It was donated on September 29, 1964 by the then Hessian Prime Minister Georg-August Zinn on the occasion of the 20th anniversary of the death of Wilhelm Leuschner . The foundation decree was only published over a year later in the Law and Ordinance Gazette for the State of Hesse together with the guidelines for the award of the Wilhelm Leuschner Medal issued on the same date .
Foundation decree
The opening words of the decree read in full: As a sign that we want to honor and increase the political legacy of Leuschner, the political legacy that the victims of July 20th, I am donating the Wilhelm-Leuschner on the 20th anniversary of his death -Medal.
The medal is intended as an award for people who, in the spirit of Wilhelm Leuschner, have made outstanding contributions to democratic society and its institutions. The decree was changed in 2008. Since then, the medal can also be awarded "to honor the commitment to freedom, democracy and social justice".

The medal, embossed in silver , has a diameter of 55 mm and is 2.5 mm thick. On its obverse it shows the head of Wilhelm Leuschner turned to the right with the inscription WILHELM LEUSCHNER . In the lapel the Hessian heraldic animal , a crowned lion, with the inscription FOR MERIT FOR THE LAND OF HESSE . The Wilhelm Leuschner Medal is not intended to be worn and is therefore a non-wearable state award. The design of the medal comes from Hans Mettel , former director of the Städelschule in Frankfurt am Main.
Award practice
The president of the Hessian state parliament and the members of the state government are primarily entitled to propose the medal .
Proposals for an award are to be sent to the Prime Minister through official channels. They should contain the curriculum vitae, a detailed description of the merits and information about the worthiness of the recipient. The Prime Minister then instructs the head of the State Chancellery to carry out a so-called preliminary examination of whether all the award requirements have been met.
The Wilhelm Leuschner Medal is personally awarded by the Hessian Prime Minister with a certificate signed by him, whereby he can delegate the award to a third person. The medal itself and the award document become the property of the borrower. After his death, the medal remains in memory of his bereaved.
The medal can also be withdrawn again in the event that the entrusted person turns out to be unworthy of the award due to his behavior. It was expressly stipulated that a conviction for a violation or a negligent criminal offense in general does not constitute grounds for unworthiness.
Lost pieces will not be replaced. However, the owner is entitled to obtain a replacement piece at his own expense.
The first award took place on December 31, 1965 to the Minister of State a. D. Heinrich Zinnkann , formerly Hessian Minister of the Interior and President of the State Parliament . This award, along with seven other awards made in 1966, was announced on February 20, 1967 in the State Gazette for the State of Hesse . Since December 1st, 1977 the tradition has developed to award the medal every year if possible on this date, the Hessian Constitutional Day.
