Ashley County, the fifth largest county in Arkansas, was formed on November 30, 1848 from parts of Drew County, Chicot and Union Counties as the 53rd county in Arkansas. It was named after Chester Ashley (1790-1848), a US senator and land speculator.

The county's final boundaries were set in 1861. The courtroom in the district court has a unique architecture: it is completely circular and the seats are arranged so that everyone can see everyone else.

As of the 2000 census , Ashley County had 24,209 people in 9,384 households and 6,906 families. The population density was 10 people per square kilometer. The racial the population was composed of 69.78 percent white, 27.10 percent African American, 0.21 percent Native American, 0.18 percent Asian, 0.05 percent of residents from the Pacific island area and 1.73 percent from other ethnic groups Groups; 0.96 percent were descended from two or more races. Hispanic or Latino of any race was 3.21 percent of the population.

Of the 9,384 households, 33.6 percent had children or adolescents under the age of 18 living with them. 56.8 percent were married couples living together, 13.0 percent were single mothers, and 26.4 percent were non-families. 23.9 percent of all households were single households and 11.2 percent had people aged 65 or over. The average household size was 2.55 and the average family size was 3.02.

26.8 percent of the population were under 18 years old, 8.3 percent between 18 and 24, 27.2 percent between 25 and 44, 23.9 percent between 45 and 64 and 13.8 percent were 65 years or older. The median age was 36 years. For every 100 females there were statistically 93.3 males and for every 100 females aged 18 and over there was an average of 90.6 males.
