As of the 2000 census , Union Parish had 22,803 people in 8,857 households and 6,412 families. The population density was 10 people per square kilometer. The racial the population was composed of 69.79 percent white, 27.95 percent African American, 0.19 percent Native American, 0.26 percent Asian, 0.05 percent of residents from the Pacific island area and 1.26 percent from other ethnic groups Groups; 0.50 percent were descended from two or more races. 2.02 percent of the population were Hispanic or Latino of any of the above mentioned groups.

Of the 8,857 households, 31.3 percent had children and young people under the age of 18 living with them. 55.3 percent were married couples living together, 13.7 percent were single mothers, 27.6 percent were non-families, 24.9 percent were single households, and 11.0 percent had people aged 65 years or over. The average household size was 2.52 and the average family size was 3.01.

In relation to the entire Parish, the population was composed of 25.7 percent of residents under 18 years of age, 9.1 percent between 18 and 24 years of age, 26.5 percent between 25 and 44 years of age, 23.8 percent between 45 and 64 years of age 14.9 percent were 65 years of age or over. The median age was 37 years. Statistically, for every 100 females there were 94.5 males. For every 100 women aged 18 or over there were 90.9 men.

The median income for a household in the county is $ 29,061 , and the median income for a family is $ 36,035. Males had a median income of $ 30,494 versus $ 21,070 for females. The per capita income was $ 14,819. 14.3 percent of families and 18.6 percent of the population lived below the poverty line. Of these, 25.6 percent were children or adolescents under 18 years of age and 17.7 percent were people over 65 years of age.
