The East Carroll Parish ( French Paroisse de Carroll Est ) is a parish in the state of Louisiana in the United States . In 2010 the Parish had 7,759 inhabitants and a population density of 7.1 people per square kilometer. The Parish Seat is Lake Providence .
geography
The Parish is located in the extreme northeast of Louisiana, bordered to the north by Arkansas and to the east by the Mississippi River , which forms the border with the state of Mississippi . East Carroll Parish has an area of 1146 square kilometers, of which 54 square kilometers are water. It borders the following parishes and counties:

history
East Carroll Parish was formed in 1877 by dividing Carroll Parish. It was named after Charles Carroll (1737-1832), one of the signatories of the United States' Declaration of Independence .

According to the 2000 census , East Carroll Parish lived 9,421 people in 2,969 households and 2,140 families. The population density was 9 people per square kilometer. The racial the population was composed of 31.60 percent white, 67.29 percent African American, 0.18 percent Native American, 0.33 percent Asian and 0.25 percent from other ethnic groups; 0.35 percent were descended from two or more races. Hispanic or Latino of any of the above mentioned groups were 1.19 percent of the population.
Of the 2,969 households, 36.5 percent had children and young people under the age of 18 living with them. 40.0 percent were married couples living together, 27.7 percent were single mothers, 27.9 percent were non-families, 25.6 percent were single households, and 11.3 percent had people aged 65 years or over. The average household size was 2.82 and the average family size was 3.40 people.
In relation to the entire Parish, the population was composed of 30.3 percent of residents under 18 years of age, 11.5 percent between 18 and 24 years of age, 27.2 percent between 25 and 44 years of age, 18.5 percent between 45 and 64 years of age 12.5 percent were 65 years of age or over. The median age was 31 years. Statistically, for every 100 females there were 104.6 males. For every 100 women aged 18 or over there were 106.9 men.
The median income for a household in the county is $ 20,723 , and the median income for a family is $ 24,554. Males had a median income of $ 22,099 versus $ 18,672 for females. The per capita income was $ 9,629. 32.6 percent of families and 40.5 percent of the population lived below the poverty line. Of these, 56.8 percent were children or adolescents under 18 years of age and 32.7 percent were people over 65 years of age.
