The Franklin Parish ( French : Paroisse de Franklin ) is a parish in the state of Louisiana in the United States . At the 2010 census , the Parish had 20,767 residents and a population density of 12.9 people per square kilometer. The administrative seat ( parish seat ) is Winnsboro , named after Walter Winn , a lawyer.

The Parish is located in northern Louisiana, about 70 km to the north from Arkansas , about 40 km to the east from Mississippi and has an area of ​​1646 square kilometers, of which 31 square kilometers are water. It borders on the following parishes:

Benjamin Franklin

Franklin Parish was formed in 1843 from parts of Carroll Parish, Catahoula Parish, Madison Parish and Ouachita Parish. It was named after Benjamin Franklin .

Six structures and sites in the Parish are on the National Register of Historic Places (as of November 4, 2017).

Franklin Parish had a population of 21,263 people as of the 2000 census . 789 of these people lived in collective accommodation, the other residents lived in 7,754 households and 5,706 families. The population density was 13 people per square kilometer. The racial the population was composed of 67.16 percent white, 31.61 percent African American, 0.27 percent Native American, 0.19 percent Asian and 0.15 percent from other ethnic groups; 0.62 percent were descended from two or more races.
