The county is located on the Ozark Plateau in the far north of Arkansas, borders Missouri to the north and has an area of 1,607 square kilometers, of which six square kilometers are water. It borders on the following counties:

Fulton County was formed on December 21, 1842 from parts of Izard County. It was named after William Savin Fulton (1795-1844), the last governor of the Arkansas Territory (1835-1836) and one of the first two US Senators of the new state (1836-1844).
Demographic data
As of the 2010 census , Fulton County had 12,245 people in 4,461 households. The population density was 7.6 inhabitants per square kilometer.
The racial the population was composed of 96.8 percent white, 0.3 percent African American, 0.6 percent Native American, 0.2 percent Asian and other ethnic groups; 1.7 percent were descended from two or more races. Hispanic or Latino of any race was 0.8 percent of the population.
