The county is located in east Arkansas between the White River in the west and the Mississippi River , which forms the border with Mississippi in the east . history

Phillips County was formed on May 1, 1920 from parts of Arkansas County and Hempstead County. It was named after Sylvanus Phillips , the first white settler known by name in the area and a member of the territorial government. On July 4, 1863, the Battle of Helena between the Northern and Southern states took place here during the Civil War .
