Hernando de Soto may have touched present-day county on the site of the Menard-Hodges Mounds (3AR4) during his exploration of the Mississippi in 1541-43 . In 1686, the French expedition leader Henri de Tonti established a trading post near a Quapaw settlement . This is where the Arkansas Post National Memorial stands today . The only battle west of the Mississippi during the American Revolutionary War was fought in that county in April 1773; Spanish and British troops faced each other at the Battle of Arkansas Post . The oldest records are in the County Courthouse in Stuttgart, date from 1796 and are written in Spanish. Arkansas County was formed on December 13, 1813, is the oldest county in Arkansas and has a long history. At that time it comprised two thirds of what is now Arkansas and parts of eastern Oklahoma . According to the Encyclopedia of Arkansas, it was named after the French translation of the Quapaw's name for the Arkansas River , which was “Riviere d'Ozark”. When the Arkansas Territory was formed in 1819 , it was agreed that the Arkansas Post would be the capital. On November 20, 1819 , William Woodruff, originally from New York , brought out the first edition of the Arkansas Gazette , which was published here until November 24, 1821 and then moved with the capital to Little Rock . The most significant battle during the County's Civil War was the Battle of Fort Hindman in January 1863, which was part of the Second Vicksburg Campaign . In 1877, the Lutheran clergyman Adam Buerkle from Stuttgart founded a settlement of German-Americans in the county, which was recognized as an independent community in 1889 and named by him after his hometown.
25 buildings and sites in the county are listed on the National Register of Historic Places (NRHP) (as of May 8, 2020), including the Menard-Hodges Mounds (3AR4) and the Arkansas Post National Memorial have the status of National Historic Landmarks .
