It is neither musically nor lyrically a cover version of the song It's Raining Men by the Weather Girls from 1982. Rihanna said about the song: “a really fun song. ... No, nothing like the original. It's quite uptempo but kind of quirky and funny. "(For example:" A really funny song. No, not like the original. It's quite an uptempo song and a funny and cheeky song at the same time. ") Rihanna also commented positively the collaboration with Nicki Minaj and their songwriting qualities.

The Los Angeles Times said that " Cheers (Drink to That) and Raining Men are cheesy songs and a huge departure from the Rated-R era." The Spin magazine praised Raining Men as the "highlight of the album." BBC Music praised Nicki Minaj as a "high-profile 'accomplice'" with Raining Men , her flow is in no way inferior to Rihanna's performance. The Guardian described the song as a "provocative dancehall song". NME wrote that the MIA- like Raining Men played out the strengths of Rihanna and Minajs. About.com noted that Rihanna ventured into Niki Minajs' territory with the song and would do well there too.
