For the finals of the Rugby Union World Cup 2011 , which will be held in New Zealand in September and October , the top three of the four preliminary round groups at the 2007 World Cup are automatically eligible to start. After the International Rugby Board had briefly considered limiting the field of participants to 16 teams, it confirmed on November 30, 2007 that 20 teams will continue to participate. This means that eight places in the final round will be played in qualifying tournaments.

Africa
Africa has a permanent starting place for the finals. Qualification began with the 2008 African Cup of Nations. 14 teams took part in the tournament. Four teams contested a pre-qualification for two starting places. Then the twelve remaining teams were divided into four groups of three teams. The four semi-finalists met in June 2009. The winner (Namibia) qualified for the World Cup finals, the runner-up (Tunisia) advances to the barrage round.

Namibia and Tunisia qualified for the final.
Round 4
The direct qualifier for the World Cup was determined between the two teams. The loser was given another chance to qualify in the barrage round.

America
North and South America together had two fixed starting places available for the final round. In addition, there was the possibility for a third team to qualify against a European team via a barrage. The qualification included a tournament with Caribbean and Central American teams in the Cayman Islands . Trinidad and Tobago, the winner of this tournament, faced Brazil, the winner of the South American qualifying group. The winner of this game met Uruguay and Chile in the third round. This was followed by the decisive round against the USA and Canada, with two teams qualifying directly and the third placed as America 3 in the barrage round.
