For the final round of the Rugby Union World Cup 2003 , which was held in Australia in October and November , the eight participants in the quarter-finals of the 1999 World Cup were automatically eligible to start. Ten of the twelve other available places in the tournament were occupied by the winners of regional qualifying tournaments, two more in qualifying games ( barrage ).
The qualifying tournaments were divided into five continental groups. A total of 80 teams took part, 12 from Africa , 17 from America , 10 from Asia , 32 from Europe and 9 from Oceania .

Africa had a permanent starting place for the finals. In addition, there was the opportunity for a second team to qualify via a barrage. In the group stages there were three points for a win, two for a draw and one for a loss; no bonus points were awarded.
