20 teams will take part in the final round of the 2019 Rugby Union World Cup , which will be held in Japan between September and November .
The top three of all four preliminary round groups of the 2015 World Cup are entitled to start beforehand . Continental and intercontinental qualification tournaments were held for the other eight starting places. America and Oceania each had two fixed launch sites, Africa and Europe one each. The last two remaining starting places were determined in an intercontinental qualifying round (play-off Europe-Oceania) and a repechage with one participant each from Europe, Africa, America and Asia.

Africa
South Africa qualified through its result at the 2015 World Cup and was not involved in the subsequent continental qualification process. In addition, Africa had a fixed starting place for the finals and another team could have qualified via the Repechage.
The qualification included the top three divisions of the African Championship, with the winner of Division 1A of the 2018 season qualifying directly and the runner-up moving into the repechage. The winner of Division 1C in 2016 had the chance to move up to Division 1A by 2018, while the last place in Division 1B in 2016 was eliminated from the World Cup qualification. In 2017, the winner of Division 1B rose and thus kept the chance of a World Cup qualification, while the last placed in Division 1A was relegated and eliminated.

America
Argentina was pre-qualified due to its performance at the World Cup. In addition, North and South America together had two fixed starting places for the finals and there was the possibility for a third team to qualify via the Repechage.
The qualification mode was as follows:

Canada and the USA played two games against each other in 2017. The better team qualified as America 1 for the finals.
- The loser of the encounter Canada against USA played two games against the winner of the A-tournament of the South American CONSUR . The better team qualified as America 2 for the finals.
- The loser of this encounter had the opportunity to qualify by repechage against the representatives of other continental associations.
The qualification process began with a Caribbean tournament between March and July 2016, followed by Division B of South America. The two regional champions played a play-off to determine who would play against the last-placed CONSUR division A for promotion.

The qualification included the top four divisions of the Asian national team tournaments. The winner of the Asian Five Nations 2018 qualified for the play-off against the winner of the Oceania Cup.

Due to the involvement of ineligible players in the qualification, the teams Romania, Spain and Belgium were deducted points, so that Russia, previously third, qualified as first in the table as Europe 1 directly for the World Cup and Germany, after some heavy defeats during a player strike in the previously in fifth place in the 2018 championship season when second advanced to round 6. The deduction of points in the table was 5 points per game with a player who was not eligible to play. Romania and Belgium were deducted 30 points each and Spain 40 points. The evaluations of the individual game results with regard to the game as well as the table points remained the same. Teams earned plus points for a win, for example, but received minus points for playing the same game for players who were not eligible to play. Russia qualified for a World Cup for the second time, Romania not for the first time.
Round 6
In round 6, the winner of round 4 played against the runner-up in round 5. The winner moved into the play-off Europe-Oceania.
Germany as Europe 2 continues into the play-off Europe-Oceania; Portugal eliminated.
Oceania
Australia and New Zealand qualified through their placements at the 2015 World Cup. Oceania was also entitled to two further starting positions. Two other teams from Oceania (the third place in the Pacific Nations Cup and the winner of the Oceania Cup) had the opportunity to secure starting positions via the intercontinental play-off Europe-Oceania and the Repechage.

Repechage
The last starting place for the World Cup was played in an intercontinental qualifying round between America 3 , Africa 2 , the winner of the Asia-Oceania play-off and the loser of the Europe-Oceania play-off, which took place from 11 to 23 November 2018 in France Marseille at the Stade Pierre-Delort. Each team competed once against each other. The winner of the repechage qualified for the world championship.
