During 1966 the "war" with the rival AFL escalated . This was evident in the draft, when teams in both leagues spent around $ 7 million on new players. In the spring there were secret talks between Lamar Hunt from the AFL and Tex Schramm from the NFL. On June 8, 1966, the merger of the two leagues with 24 franchises was announced. The number of teams was to be increased to 26 from 1968 and to 28 from 1970 at the earliest. Changes to the existing franchises should not be made. It was also agreed that the AFL and NFL winners would play a world championship game (Super Bowl). The merger of the leagues was determined for 1970. The necessary approval due to the antitrust laws by the US Congress took place on October 21, 1966.
As the respective winners of their conference, Dallas and Green Bay contested the NFL Championship Game on January 1, 1967, in which Green Bay prevailed and thus qualified for the first Super Bowl.
