Powarowka ( Russian Пова́ровка ; German : Kirpehnen ; Lithuanian : Kirpėnai or Kirpainiai ) is a settlement in the Kaliningrad Oblast (Russia) in the Zelenogradsk district . It belongs to the municipal self-government unit of the Zelenogradsk District .
geography
Powarowka is located in the western part of the Samland peninsula , about four kilometers from the west coast of the peninsula and 35 km as the crow flies northwest of the administrative center of Kaliningrad . The A 192 road leads through Powarowka from Primorsk via Svetlogorsk (Rauschen) to Zelenogradsk. Immediately north of the settlement, the road branches off to Jantarny (Palmnicken), six kilometers away . The Kaliningrad – Zelenogradsk – Primorsk railway passes not far to the west of the town, but has been closed in this area.
history
Until 1945 the place belonged as Kirpehnen , also Gut Kirpehnen , to the Prussian and German province of East Prussia . It was part of the parish of Germau (today: Ру́сское / Russkoje , almost immediately to the north) and was incorporated into the newly established district of Germau in 1874. It belonged to the Fischhausen ( Primorsk ) district until 1939 , then to the newly created Samland district .
The Kirpehnen landowners were twice district administrators of the Fischhausen district: von Auer 1824–1833 and von Montowt provisionally 1852–1854.
In 1910 the Kirpehnen manor had 129 inhabitants. In the 1933 and 1939 censuses, the estate is no longer listed separately, but is part of Germau (1142 and 1148 inhabitants, respectively). On September 30, 1928, the neighboring towns of Germau, Krattlau (today Russian: Sytschewo), Trulick (no longer existent) and Sacherau (Morosowka) merged with Kirpehnen to form the rural community of Germau .
After the area was annexed to the Soviet Union , the former estate was renamed Powarowka in 1947, and a village for resettlers from other parts of the country emerged with a population that exceeded the previously much larger and now depopulated neighboring Germau. At the same time, the place was incorporated into the village soviet Jantarski selski Sowet in Primorsk Raion . In 1959 Powarowka became the seat of its own village soviet. From 2005 to 2015 Powarowka belonged to the rural municipality of Krasnotorovskoye selskoje posselenije and since then to the city district of Zelenogradsk.
Powarowkski selski Sowet / okrug 1959-2005
The village soviet Powarowski selski Sowet (Поваровский сельский Совет) was established in 1959. It was created (essentially) as a merger of the two village soviets Zwetnikowski selski Sowet (previously part of Logwinski selski Sowet ) and Jantarski selski Sowet . After the collapse of the Soviet Union , the administrative unit existed as the village district Powarowski selski okrug (ru. Поваровский сельский округ). In the first half of the 1990s, the Kostrowski selski okrug with five settlements was spun off from the village district and about eight other settlements (including Divnoje ) were moved to the Baltiysk district . Around the year 2000, the village district was again reduced in size when the northern part was separated as a separate Krasnotorowski selski okrug . The eight remaining places of the Powarowski selski okrug were incorporated into the newly formed rural community Krasnotorowskoje selskoje posselenije in 2005.

The majority Protestant population of Kirpehnens belonged to the parish of the parish church in Germau (today Russian: Russkoje) until 1945 . It belonged to the parish of Fischhausen (Primorsk) in the church province of East Prussia of the Church of the Old Prussian Union . Today Powarowka is in the catchment area of the Evangelical Lutheran Church of the Resurrection in Kaliningrad (Königsberg) , which was newly built in the 1990s, within the Kaliningrad provost of the Evangelical Lutheran Church of European Russia .
