The storm depression Yvette (also Tamara ) was a Balkan depression that led to severe floods and violent storms in south-east and east- central Europe in mid-May 2014 . More than 59 people died, mostly in Bosnia and Herzegovina , Croatia and Serbia ; hundreds of thousands of people were harmed. The rainfall , which fell from May 14th to 19th, 2014, was the highest recorded value in the 120 years since weather records began in the Sava region; the cost of the flood is estimated at up to 3.5 billion euros for Serbia and Bosnia-Herzegovina alone.

On May 11, 2014, a low Xena over Denmark and the Baltic Sea steered a cold front against the Alps. This ensured - in time for the ice saints - for a cold snap and snow up to around 1000 m in the Alpine region. As a result, a fault formed over the upper Adriatic , which shifted towards the Balkans , and formed a mighty low there by Wednesday, May 14th , called by DWD Yvette , in Serbia Tamara . This moved only very slowly northwards, which is atypical of Vb-low . As a result, accompanied by a high altitude core , it led to heavy rainfall over central southeastern Europe.

In the Belgrade area from May 14th to 15th, up to 120 liters of rain per square meter (120 mm) fell in 24 hours, in northern and eastern Bosnia in 48 hours up to 180 liters per square meter, more than was otherwise affected in three months also parts of Croatia and Romania. On the east side of the low, in the western Black Sea area , there were also violent warm front thunderstorms, especially on May 14th .

As a result, the heavy rains also reached the eastern edge of the Alps and the eastern northern side of the Alps , around May 16, 124 liters fell in 24 hours in Lilienfeld , Lower Austria. The snowfall limit in the Alpine region sank to up to 800 m, which means that flooding caused by frost-related precipitation (at high altitudes up to 1½ meters in places) is reduced there. In the course of May 16, the heavy precipitation also shifted to the Carpathian region , where locally up to 130 mm / 24 h was also measured.

Vb lows often lead to severe floods in the Danube . Because Yvette rained down very slowly, progressively exactly against the direction of flow, the precipitation in the catchment area could not accumulate to a flood mountain, and the water levels of the Danube remained within limits from Vienna to Romania.

Estimation of the annuality

Heavy rain events in the Balkans are not uncommon at this time of year. In Serbia there had already been severe flash floods in late April (Balkan lows Quendolin and Rajni ). Also in the previous year, at exactly the same time as Yvette in Croatia and Bosnia (front of a Baltic low Yago ), there was short intense rain. The singular spring cold snaps in Central Europe - the turn of mid / late spring in April, ice saints in May - often lead to rain events in south-eastern Europe. The combination of the low altitude and the cyclones close to the ground with their slow moving led to exceptionally long-lasting heavy rains in their center: readings such as the one recorded in Tuzla in Bosnia and Herzegovina over 150 l / m² in 48 hours were the largest amounts of rain since 1892, i.e. 120 years , were recorded. In the Sava catchment area , the event was the worst and highest flood ever recorded.

The accumulated precipitation in the Eastern Alps, on the other hand, a characteristic consequence of a Vb train, occurs with this intensity every few years.
A special feature, however, were the wind strengths - northeast storms in the Alps-Danube region are comparatively rare.

Course and consequences

While the situation in Eastern Central Europe was brought under control relatively quickly due to the rapid local flash floods and the structural and organizational water protection measures of recent years, the situation in the Balkans was much more dramatic. There were also numerous severe landslides and extensive, prolonged floods on the lower reaches of the rivers in the plain. The risk of epidemics is also precarious due to the following hot weather phase over Europe.

Bosnia and Herzegovina

In Bosnia and Herzegovina , after several days of continuous rain, the water masses hit the river areas of central, northern and eastern Bosnia in particular from May 14th . The Sava ( e.g. Brčko ) with Sana ( Prijedor , Ključ ), Vrbas ( Banja Luka , Čelinac ), Ukrina ( Derventa ), Bosna ( Doboj , Maglaj , Zavidovići ), Drina ( Bijeljina , Janja , Zvornik ) were badly hit by floods or mudslides ), but also places like Tuzla , Živinice , Vareš , Zenica , Travnik and Sarajevo , and numerous other places. Traffic closures, power and drinking water failures occurred throughout the region. Half a meter of snow fell in the mountains.

Twenty people were probably killed in Bosnia. The disaster alert was issued for numerous regions. A quarter of the country's residents were without drinking water after the weekend, more than 100,000 houses were destroyed or badly damaged, and a total of 700,000 to 900,000 people had to leave their homes at least temporarily. Landslides are threatened or have already come off in over 2000 places.

Numerous countries sent auxiliary workers. For Bosnia-Herzegovina, the situation with regard to restoration is particularly problematic, since unlike its neighboring countries it is neither an EU member nor a candidate for accession and therefore cannot expect any financial support from the EU Solidarity Fund  (EUSF): Here, various structural funds - Resources are used that are less readily available. The land mines of the Balkan Wars represent a particular problem here , numerous markings of areas that have not yet been cleared were destroyed, and some of the mines were transported by debris flow and floods.

Croatia

In Croatia , too , several regions declared a state of emergency because of floods. In Vukovar-Srijem (East Slavonia ) between the Sava and the Danube, Štitar , Bošnjaci , Drenovci , Vrbanja and Gunja were particularly affected. As a result, conditions in the entire Brod-Posavina County along the Sava , around Slavonski Brod, were particularly critical.

Serbia

In Serbia , there was extensive flooding in the central area after continuous rain. At times, over 100,000 households were without electricity. All important traffic connections to the south were interrupted. The situation was particularly critical in Čačak , Valjevo , Kosjerić and Loznica in the Central Dinarides and then especially in Obrenovac and Svilajnac near Belgrade. Tens of thousands of people had to be evacuated around Belgrade , and numerous places were no longer accessible by road. In addition to the Sava area, the area from Belgrade to Kostolac and south to the Morava - Mlava area was also affected.

At least 17 fatalities occurred in Serbia, 12 of them so far in Obrenovac alone . A state of emergency was declared across the country, and the EU Commission, Russia and other countries asked for help on May 15th. On March 17th, voluntary teams from the Austrian fire brigades from the federal states of Salzburg, Upper Austria and Carinthia, requested by the EU, started moving. Teams from Croatia also arrive in the disaster area.

Romania

Romania was hit by thunderstorms, storms and driving rain, especially on May 14th, and continuous rain in the following days. There were floods particularly in the districts of Olt , Vâlcea and Mehedinți in Wallachia in the southwest and Vrancea in the Moldavian region . In Timișoara in the Banat there were floods caused by storms. Storm and hail damage has been reported in large parts of the country. In the Walachei - in the Oltenia it rained after the first cloudbursts 67 mm / 24 h - for example, were Dârvari , Gemeni and Nicolae Balcescu on Topolog isolated. In Buzau , a monastery had to be evacuated after a landslide, several families also in Pietrari and Telega ( Prahova district ). In the Moldau region, Jitia , Vintileasca and Plopu were cut off from the outside world, and Lămoteşti , Răstoaca and Gura Caliței were also devastated.

Romania reported one person killed in an accident in Vrancea.

Slovenia

In Slovenia it was mainly the storm on May 14th and 15th that caused damage. In Rače-Fram , Lenart and Šentilj ( Podravska ) the electricity went out for about 6000 households. There was also building damage and windthrow.

Hungary

Even Hungary was mainly recorded storm events. 10,000 people were affected by power outages, especially in western Hungary ( Dél-Dunántúl , Észak-Dunántúl ), 3,000 of them in Zala alone , but also in Borsod-Abaúj-Zemplén county in the northeast or in Bacs-Kiskun , Csongrád and Békéscsaba in the south. Windthrow occurred particularly in Somogy County , and there was damage to buildings in Budapest and Debrecen . There was a severe storm surge on the south bank of Lake Balaton .

Austria

In Austria , Thursday, May 15, mainly the eastern edge of the Alps was affected by storms. In southern Burgenland (districts of Güssing and Oberwart) several trees were uprooted. In Styria , 4,000 households in the Weiz and Schöckl area - north of Graz - were without electricity, and houses were occasionally damaged. In Carinthia and East Tyrol , too, there were numerous fire brigades and road closures.

During the night, however, the flood situation on the northern edge of the Alps became precarious. Already in the morning of May 16, catastrophic conditions prevailed in Lower Austria's Mostviertel (114 mm / 24 h in Lilienfeld), the Pielach valley near Frankenfels was cut off from the outside world, and a settlement in Hofstetten-Grünau was hardest hit . The situation was also critical at Traisen , Gölsen and Erlauf . At noon, the disaster status was declared in the districts of Lilienfeld and St. Pölten . In the Upper Austrian Steyr ( Enns and Steyr ) the flood situation became critical early on, but stabilized later.

During the course of the day, the flood situation increased, for example on the Triesting , Piesting and Schwarza rivers in the industrial district ( Wiener Neustadt district ). There were also landslides. The damage area expanded to the districts of Amstetten , Scheibbs , Melk and Neunkirchen . The main focus was still the Traisen area, Rotheau was particularly affected , the place was completely flooded in a few minutes, Schrambach , Traisen and St. Veit also had to be extensively secured with sandbags. In Upper Austria the floods widened to Gmunden in the Traun area , but remained moderate. In Burgenland uferten Leitha , Wulka and Pinka out. Czech Republic

Floods also became a problem in eastern Czech Republic on May 16 . The situation was particularly tense on the Olše in Český Těšín .

Poland

In Poland , flood alarms were given in 51 districts in the south-east of the country by the evening of Friday, May 16, and storm damage occurred. Numerous traffic connections were blocked and more than 60,000 households were without electricity.

Two fatalities were recorded here ( Warsaw , Dębica ).
