The US Naval Criminal Investigative Service ( NCIS ) is the law enforcement agency of the United States Department of the Navy . He is factually responsible for the United States Navy ( marine ) and for the United States Marine Corps ( marine infantry ).

Origin and development

The NCIS is the direct successor authority of the former Naval Investigative Service (NIS). Originally, the NIS was part of the naval intelligence service Naval Intelligence , which had been responsible for protecting the troops and counter-espionage missions since the First World War . The prosecution of certain crimes later became the task of the NIS, most of which were handled by civilian agents. This practice differed from the work of the US Army's comparable service , the Criminal Investigation Division (CID). The CID relied solely on military personnel in its work. The US Air Force Office of Special Investigations proceeded similarly to the NIS on the personnel issue.

In 1966 the NIS was separated from the naval intelligence service and an Echelon II command was established with its own budget, which was directly subordinate to the Chief of Naval Operations . In 1985, Cathal Flynn, a former command officer of Naval Special Warfare Command , became the first flag officer to command the NIS. During this phase, the newly established Anti-terrorist Alert Center (ATAC) , a fusion center with tasks in the field of anti-terrorism intelligence, was subordinated to the NIS . In 2002, ATAC was renamed MTAC ( Multiple Threat Alert Center ) to take into account the tasks of NCIS.

The head office is since 15 September 2011 at the Marine Corps Base Quantico in Russell Knox Building , where also the Army CID and the investigative authority of the Air Force is located. The original headquarters southeast of the US capital Washington, DC on the west bank of the Anacostia in the historic Washington Navy Yard has been abandoned.

The current director of NCIS has been Special Agent Omar Lopez since June 2019. The current associate director is Special Agent Rod Baldwin.

Today's authority

In 1992 the tasks of the authority were redefined. It was converted into a largely civil authority and renamed NCIS. Ray Nedrow, a former head of the US Marshals Service , became the renamed service's first civilian director.

The entire 2,500-strong NCIS staff consists of sworn civilian personnel; around half are trained special agents . The staff consists of armed federal agents or investigators from the US federal justice system. Since the NCIS is now directly subordinate to the Secretary of the Navy (SECNAV), the agents are organizationally outside the chain of command and are not tied to the military hierarchy. Nevertheless, they work closely with military personnel, particularly the military police of the American armed forces. Special agents have the right to investigate inside and outside of military facilities and to detain military personnel and civilians.

The other half of the staff is deployed to support the special agents . It is a cadre of analysts and other experts trained in forensics , surveillance and defense, computer investigations , and physical security , among others .

The exception is a small number of members of the military reserve who are used in counter-espionage. The NCIS also recruits its staff from other federal justice agencies when it is not training it itself. There are also a few former members of the military or ex-police officers there.

NCIS 'proactive work means that agency agents are often the first to arrive at crime scenes. This is what happened with the attack on the destroyer USS Cole (DDG-67) or the oil tanker Maritime Jewel . Both ships were rammed by rubber dinghies with explosives on board.

The NCIS 'unsolved crime unit has solved over 50 murders since 1995. One of these murders occurred more than 33 years before the investigation was restarted.

The NCIS is now divided into a total of 19 organizational units: Cold Case Homicide Unit , Multiple Threat Alert Center , Central Adjudication Facility , Major Case Response Team , Law Enforcement Information Exchange , DONCAF , Contingency Response , Senior Executive Service , Personal Operations & Services Department , Cyber support office , Forensic Analysis , Protective Operations Division , Recruitment , NCIS Police & Security , Joint Terrorism Task Force , Armory and the Office of Special Projects .

Jurisdiction

Soldiers of the armed forces of the United States are subject to a special military criminal law , the Uniform Code of Military Justice (UCMJ), from which the legitimation for independent military investigative authorities results.

The NCIS reports directly to the Department of the Navy and is responsible for the prosecution and investigation of crimes by or against persons or property of the US Navy and the US Marine Corps . The agency is also used for security screening of military personnel, troop protection, cross-border illicit drug trafficking , counter-espionage and counter-terrorism . For this reason, the MTAC is also housed at the NCIS. Other objects of investigation are computer espionage, murder, rape, fraud, child abuse and missing persons .

The NCIS is a " second level agency " in law enforcement . In the case of disputes over competence with civil law enforcement authorities, for example with the police , the Secret Service or the Drug Enforcement Administration , in which these authorities would also be authorized to deal with this case, the Federal Bureau of Investigation decides as a " first level agency" ) . Usually, however, there is close cooperation between these authorities.

The NCIS is constantly represented in over 140 locations around the world as well as on a floating unit. The NCIS headquarters as the operations center monitors all NCIS operations as well as branch offices and their subordinate units.

There are also branches in Stuttgart, Ankara, Tallinn and Mollsworth (Cambridgeshire, England, Great Britain).

The American television series Navy CIS , produced since 2003, describes the work of a team of investigators and forensic scientists at the NCIS Washington Field Office . It is also broadcast on German-language television ( 3plus , 13th Street , Sat.1 , Kabel eins , FOX and ORF 1 ). In 2009, Navy CIS: LA began production of the series' first spin-off , followed by Navy CIS: New Orleans in 2014 .
