Coordinates: 37 ° 52 ′ S , 144 ° 59 ′ E City of Port Phillip is a Local Government Area (LGA) in the Australian state of Victoria . Port Phillip belongs to the metropolis Melbourne , the capital of Victoria. The area is 20 km² and has about 100,000 inhabitants.
Port Phillip is located south of downtown Melbourne on the northern edge of Port Phillip Bay and contains 15 neighborhoods: Albert Park , Balaclava, Beacon Cove, Elwood , Garden City, Middle Park, St Kilda , St Kilda East, St Kilda Road, St Kilda West as well Parts of Port Melbourne, South Melbourne, Ripponlea, Southbank and Windsor. The City Council is based in St Kilda.
The city is part of the capital's cultural center. In economic terms, Port Phillip revolves around the port of Melbourne, with many storage and administration buildings located primarily in the districts of Port Melbourne and South Melbourne. Station Pier in Port Melbourne is the main passenger port in Melbourne for both ferry and cruise lines.
The Albert Park district is home to the racetrack where the Formula 1 Australian Grand Prix has been held since 1996 . The Albert Park Circuit was built around a lake and is part of a 2.25 km² park area for the rest of the year. The park also includes the Melbourne Sports and Aquatic Center , where, among other things, the water divers at the 2007 World Swimming Championships held their competitions.
St Kilda is home to one of two Australian Luna Parks . One of the rides at this amusement park is the Scenic Railway , the oldest continuously operating roller coaster in the world. The neighborhood was the entertainment hub in Melbourne in the early 20th century. Well known is the Esplanade Hotel , which began with jazz and dance events and now offers performances by musicians and bands seven days a week on four stages.

The Port Phillip City Council has seven members elected by the residents of the seven wards. These seven boroughs (Sandridge, Emerald Hill, Albert Park, St Kilda, Alma, Blessington and Ormond) are determined independently of the boroughs. The mayor of the council is also recruited from among the councilors.
