The Wyschtscha Liha 2003/04 ( Ukrainian Вища ліга ) was the 13th edition of the highest Ukrainian league in men's football . The season began on July 12, 2003 and ended on June 19, 2004.

Sixteen teams played against each other twice over a total of 30 match days, divided into a first and a second round. Dynamo Kiev won the eleventh championship ahead of Shakhtar Donetsk. The teams in the last two places were relegated to the Perscha Liha .
