The county is in southern Illinois. It has an area of 1117 square kilometers, of which 50 square kilometers are water surfaces. In north-south direction, the county is traversed by the Big Muddy River , which is dammed in the north to Rend Lake . The western border of the county is formed by the Little Muddy River .

Franklin County was formed on January 2, 1818 and is one of the 15 original counties of the Illinois Territory , from a time before the formation of the states. It was named after Benjamin Franklin , a North American publisher, statesman, writer, scientist, inventor, natural philosopher and Freemason who is also considered one of the founding fathers of the United States. The first county administration was in Frankfort. When Williamson County was formed from Franklin County in 1839, it was moved to the edge of Rowling's Prairie , which later became the town of Benton.
In 1804 seven brothers settled here and built Jordan's Fort . After the war of 1812 more settlers came and in 1818 the southern and eastern parts of the county were considered settled. In the early days, the settlers harvested just enough to support themselves. Later trees began to be felled and the timber, along with excess farm produce, shipped to St. Louis.
The land did not have rich natural resources and the agricultural yields were not very high, which meant that further settlement was slow. It was not until 1826 that the first courthouse and prison were built. In 1854, the former price was lowered from $ 1.25 per acre to 12.5 cents. The legal basis for this was the passage of the Bit Act by the government and the Illinois Central Railroad was able to buy 33,078 acres (134 km²) of land for the railroad for a fraction of the estimated cost.

As of the 2010 census , there were 39,561 people in 16,228 households in Franklin County. The population density was 37.1 inhabitants per square kilometer. Statistically, 2.41 people lived in each of the 16,228 households.
The racial the population was composed of 97.7 percent white, 0.5 percent African American, 0.3 percent Native American, 0.4 percent Asian and other ethnic groups; 1.0 percent were descended from two or more races. Hispanic or Latino of any race was 1.4 percent of the population.
22.7 percent of the population were under 18 years old, 59.0 percent were between 18 and 64 and 18.3 percent were 65 years or older. 51.1 percent of the population was female.
The median income for a household was 34,381 USD . The per capita income was $ 18,504. 19.8 percent of the population lived below the poverty line.
