The county is located in northwest Illinois, about 35 km to the north and about 50 km to the south from the Mississippi River and thus from Iowa .

Warren County was formed on January 13, 1825 from parts of Pike County . It was named after Joseph Warren (1741–1775), a general in the Massachusetts militia, killed at the Battle of Bunker Hill .
The most famous resident was the future sheriff and gunslinger Wyatt Earp , who was born in Monmouth. The student associations Pi Beta Phi (1867) and Kappa Kappa Gamma (1870) , which are known in the United States, were also founded in Monmouth .

As of the 2010 census , Warren County had 17,707 people in 6,878 households. The population density was 12.6 inhabitants per square kilometer. Statistically, 2.42 people lived in each of the 6,878 households.
The racial the population was composed of 91.3 percent white, 1.7 percent African American, 0.2 percent Native American, 0.5 percent Asian and other ethnic groups; 1.6 percent were descended from two or more races. Hispanic or Latino of any race was 8.4 percent of the population.
