Committees of the Rhineland-Palatinate state parliament
The committees of the Rhineland-Palatinate state parliament act within the framework of the mandates given to them by the state parliament and make recommendations for resolutions to the state parliament plenum. In addition, the technical committees have their own specialist competence based on the appointment decision. In this context, they can deal with matters from their area of responsibility and make recommendations to the state parliament.
In the constituent meeting of the Rhineland-Palatinate state parliament on May 18, 2016, the newly elected 17th state parliament decided to provisionally adopt the rules of procedure for the 16th electoral term with changes. The changes concerned a. the size and composition of the technical committees. The specialist committees were reduced from 13 to 12 members (Section 72 (1) Clause 1 of the Provisional Rules of Procedure).
Budget and Finance Committee

The Budget and Finance Committee is responsible for those policy areas for which the Ministry of Finance is responsible. He controls the work of the ministry and advises on the bills and applications from its portfolio. In addition, he is responsible for advising the state budget, which is drawn up for either one or two years.
The budget law and budget are the basis of all state activity in the respective budget year. Their adoption is therefore one of the most important tasks of the state parliament.
The Budget and Finance Committee is also involved in the implementation of the budget. So z. For example, the land will only sell land above a certain value if the budget and finance committee agrees. To monitor the implementation, the committee receives a series of reports from the state government (e.g. budget report, financial aid report, participation report, derivative report).
In the discharge procedure of the state government under Article 120 of the state constitution, the committee examines the government's annual accounts, in particular on the basis of the reports of the state audit office, and prepares a detailed recommendation for the state parliament.
In preparation, the Budget and Finance Committee makes use of its permanent sub-committee: the Audit Committee.

Audit Commission

The Audit Commission is a standing subcommittee of the Budget and Finance Committee. He prepares its resolutions in the procedure for the discharge of the state government and the audit office. The basis for advice is the state government's budget account and balance sheet as well as the annual report of the state audit office.
The commission consists of 7 members. The chairs of the Budget and Finance Committee and the Audit Commission must belong to different political groups.

Home Committee
tasks
The Interior Committee deals primarily with questions of traditional domestic policy, such as local politics, internal security and civil protection and disaster control, but also advises, for example, on the further development of data protection or the modernization of the state administration, for example in the context of eGovernment.
Its responsibilities largely correspond to those of the Ministry of the Interior and for Sport, which requires a wide range of tasks. Bills in key policy areas such as hazard prevention law or municipal and administrative reform are discussed by the Interior Committee. In addition, the range of tasks extends from general administrative procedural law to the public service, gun law, nationality law, association and assembly law, Sunday and public holiday law, sports and leisure policy, surveying and geographic information to spatial development and regional planning.

Education Committee

Cultural sovereignty is one of the core competencies of the federal states. In the areas of school and education in particular, the states have extensive legislative rights in relation to the federal government. Articles 27 to 38 of the state constitution, which provide the constitutional framework for schools and education in Rhineland-Palatinate, therefore concern a central matter of state law.
The Education Committee is responsible for parliamentary monitoring of the state's educational policy. In other words, the focus of the committee work is the school and everything related to it: general education schools, vocational schools, special schools, curricula and teacher training. In this respect, it controls the Ministry of Education and is responsible for advising the legislative and application initiatives in this area. Reforms that significantly change school life are regularly reflected in the Rhineland-Palatinate School Act, in which the entire public school system in the state is summarized. The continuous development of this law is one of the main tasks of the committee.

The Committee for Economics and Transport deals with state economic administration and economic development in Rhineland-Palatinate as well as with the state's infrastructure policy. Legal Committee

The Legal Affairs Committee is responsible for those policy areas for which the Ministry of Justice is responsible. He controls the work of the ministry and advises on the bills and applications from its portfolio.
The topics of the committee include the organization and equipment of the courts and public prosecutor's offices in Rhineland-Palatinate, the penal system, the notarial system, the legal preparatory service and the state examinations.
In addition, the Legal Committee has the task of subjecting all draft bills to a (constitutional) legal review. In the end, after the legal deliberations in the other specialist committees, he will be active.
The committee also deals with fundamental issues relating to the state parliament's rules of procedure; in particular, at the beginning of the electoral term, it submits a proposal for the final version of the rules of procedure. The rules of procedure regulate the essential procedural and organizational principles of the state parliament. It is an expression of parliamentary autonomy and ensures the functional independence of parliament.
In addition, the state parliament has delegated the decision on the approval of criminal proceedings against members of parliament to the legal committee; negotiations on such immunity matters are confidential. Nowadays, the MEPs' right to immunity is primarily intended to protect the representative composition and functionality of Parliament.

The Committee for Media, Digital Infrastructure and Network Policy deals with media policy for which the federal states are responsible in Germany. Committee on European Affairs and One World

The Committee for European Issues and One World deals with European policy matters as far as the interests of the State of Rhineland-Palatinate are affected. From a technical point of view, this is a cross-sectional committee, so that the subject areas dealt with in the committee come from all areas of state politics, provided and insofar as they have a cross-border reference.
As a rule, the representative of the state at the federal level and for Europe, for media and digital matters, is available to answer questions from the committee. If necessary, other representatives of the state government also take part in the committee meetings.
The Landtag also maintains cross-border relationships with parliaments and parliamentary institutions, particularly in neighboring countries and regions. Petitions Committee

According to Article 11 of the constitution for Rhineland-Palatinate, everyone has the right to submit petitions to the parliament.
If the entry contains a request for redress in relation to the state government or an administration that is subject to control by the Rhineland-Palatinate state parliament, or if it is aimed at changing laws and ordinances (legislative submission), then it is a petition about which The Petitions Committee decides within the meaning of Article 90 a of the state constitution. Legislative submissions are forwarded directly to the Petitions Committee.
All other submissions are initially processed by the Ombudsman, who supports the Petitions Committee and is supposed to strengthen the position of citizens in dealings with the authorities within the framework of the parliamentary control right of the state parliament. He tries to find amicable solutions in the interests of those involved before the petition is submitted to the Petitions Committee for a final decision.
Public petitions are published on the Ombudsman's website at the request of the petitioner and can be consulted by anyone. A prerequisite for publication on the Internet is a matter of general interest that must be suitable for an objective public discussion. Other people can sign the petition and / or discuss it in an online forum within six weeks.
If at least 30 petitioners approach the state parliament with the same concern, there is a collective or mass petition (§ 104 GOLT), depending on whether a specific person or community of persons is recognizable as the author or not. In the case of a mass petition, the confirmation of receipt and the decision of the petitions committee are usually published on the state parliament's website.
As a permanent subcommittee, the Petitions Committee forms the Prison Commission.

Prison Commission

The Prison Commission is a permanent subcommittee of the Petitions Committee. It deals with the execution of pre-trial detention, custodial sentences and custodial measures for reform and security, in particular with the accommodation, work and catering conditions of the inmates in the institution as well as special incidents in prison. She also takes action when the Petitions Committee sends her submissions that relate to her area of responsibility.
The prison commission consists of seven members. The rules of procedure stipulate that the same committee member will chair the prison commission and the petitions committee.

To safeguard the rights of the people's representation vis-à-vis the state government for the period after the dissolution of the state parliament until the meeting of the new state parliament, the state parliament appoints an interim committee, which has the rights of a committee of inquiry (Article 92 of the state constitution, section 87 of the state parliament's rules of procedure).
The interim committee is a permanent committee and consists of the executive board and 17 other members of the state parliament. The members of the Council of Elders are born members, the other members and their deputy members are nominated to the President in writing by the parliamentary groups according to their strength ratio. However, each parliamentary group has at least one other member.
At the request of the state government or five members of the committee, the president must convene the committee within one week and conduct its negotiations.

Electoral review committee

The electoral review committee is formed in the first session of the state parliament and usually consists of seven members of the state parliament. The seats are distributed among the parliamentary groups taking into account their strengths. Each political group must be represented on this committee.
The electoral review committee decides on an election complaint, on the validity of the elections to the state parliament or the referendums. Among other things, it also decides whether MPs have lost their membership in the state parliament as a result of renunciation, loss of eligibility, a subsequent change in the election result, etc.
Members of parliament whose membership in the state parliament is the subject of the electoral examination may not be members of the electoral examination committee.

Commission under Article 10 of the Basic Law

The commission according to Art. 10 GG (also called G 10 commission) is formed by the state parliament to control restrictions on the secrecy of letters, mail and telecommunications.
It consists of the chairman and two assistant members. The commission is appointed from the middle of the state parliament, for the duration of an electoral term, at the latest three months after the end of the electoral term.
The task of the G 10 Commission is to examine restrictions that affect the confidentiality of letters, post and telecommunications of a citizen that have been made without notification to them. It decides either ex officio or on the basis of complaints about the admissibility and necessity of the ordering, implementation and continuation of restriction measures by the competent highest state authority.
The members are not subject to any instructions and are independent in their conduct of office. If a matter becomes known during their work, they are obliged to maintain confidentiality, even after they have left the commission.

Parliamentary Control Commission
tasks
The Parliamentary Control Commission examines the competent minister in matters relating to the protection of the constitution.
It consists of the chairing member and two other members who are elected from the center of the state parliament with a majority of its members. The deliberations are secret and the members are obliged to keep matters secret, even after they have left the commission.
The competent minister informs the commission at least twice a year about the general activities of the constitution protection authority and about events that are of particular importance. The time, type and scope of the information are determined by the political responsibility of the minister, taking into account the necessary protection of access to the news.

Data Protection Commission
tasks
The data protection commission consists of eight members and supports the state commissioner for data protection and freedom of information in performing his duties.
The state parliament sends seven members to the commission for the duration of the electoral term. One member is sent by the state government for a period of five years.
The State Commissioner for Data Protection and Freedom of Information also takes part in the meetings of the Commission. He informs you about important questions and his data protection assessment. The activity report of the State Commissioner for Data Protection and Freedom of Information must be prepared in the commission.
