The Drum național 38 ( Romanian for "National Road 38", DN38 for short ) is a main road in Romania . It also forms the European route 675 , which ends in the Bulgarian border town of Kardam (Кардам).

The road begins in Agigea south of Constanța on Drum național 39 (also European route 87 ), which leads via Mangalia to the Bulgarian border. It leads to the southwest through the southern Dobruja to Negru Vodă and on to the Bulgarian border about 6 km away. On the Bulgarian side, it continues as National Road II / 29 .
The length of the road is around 60 km.
