The Norwegian license plates usually consist of black letters on a white background. On the left edge, the signs show a blue bar with the flag of Norway and the distinguishing signs N . This is followed by two letters and five, and four digits for trailers and two-wheelers. The letters indicate the region in which the vehicle was first registered. A special feature is that the license plate is assigned to the vehicle and not to the owner. If a vehicle is sold, the registration number is retained regardless of where the owner lives. For example, if a resident of Tromsø buys a car from Stavanger, it still retains the RE identifier. However, if you wish, you can get the letter combination of another admission office from each admission office, but only from the current combination.
All Norwegian license plates ever issued are still fully valid.

The current license plate system was introduced in 1971 and has been slightly modified since then. Originally, a proportional font was used on the signs, which is why shorter signs also existed. This was the case, for example, when the number 1 appeared several times. On January 1, 2002, the length of the license plates was adjusted to the European standard size of 510 × 110 mm and a new monospace font was introduced. On November 1, 2006, the layout was supplemented by a blue bar (comparable to that of the Euro plate ) on the left edge of the shield. The Norwegian flag is shown in the upper part and the nationality symbol N is shown below in white letters . However, it is possible to cover the blue bar with white (Personbil) or green (Varebil) stickers, which are available in addition to the license plates on request. License plates without a blue bar can also be issued on request. Furthermore, the font was changed again because the old one turned out to be difficult to read, which led to letters (e.g. A and R) being mixed up.

At the beginning of 2009, production was switched to plastic license plates, which in contrast to metal license plates have no raised characters. In 2012 it was decided to return to the aluminum license plate.

The combination of digits shows the month in which the vehicle has to go to the EU inspection, formerly known as Periodisk Kjøretøykontroll (comparable to the German general inspection). The last digit stands for the corresponding month, with two exceptions. The number 7 stands for November, as no vehicle has to be checked in the EU in July and December, and the number 0 instead of 10 is provided for October. In Norway it is also possible to find out via SMS who the owner is, when the vehicle has to be checked in the EU and whether the annual tax has been paid. To do this, send an SMS with the abbreviation REGNR and the corresponding code to number 2282 and receive the data via SMS.

Before a vehicle can be registered in Norway, a so-called Engangsavgift must be paid. This is calculated according to weight, cubic capacity, power, age and type of vehicle and for normal cars can be more than half of the comparable German market value. Trucks, buses, caravans and the so-called Varebil (“goods car”; trucks up to 3.5 t with a maximum of three seats and a separate load space) are reduced in this tax . To better distinguish them from normal cars, the latter are given a license plate with black letters and a green background. However, this has no influence on the annual vehicle tax; Private individuals can also use the green license plate, which is often used because of the significantly lower purchase prices for Varebil.

Persons with permanent residence in Norway are legally prohibited from driving cars with foreign registration there. Exceptions are only made for foreigners with a fixed-term employment contract (maximum two years) and for professional drivers (freight forwarders, etc.). For the most part, exceptions must be requested from customs beforehand.

In the past, a rectangular badge (Norwegian "Oblater") was stuck to both license plates, which changed color annually in the order blue / red / yellow etc. and was issued individually to the owner by the Norwegian Road Traffic Office in the previous year. This badge not only showed that the vehicle passed the technical inspection; Above all, it stated that vehicle tax and insurance had also been duly paid. On May 1, 2012, the issuing of the badges was discontinued because automatic license plate recognition systems had made them superfluous. It is hoped that the abolition will also reduce administrative costs. The use of such inspection stickers had previously been abandoned on Swedish (2010) and Estonian license plates in favor of electronic recording.

In the case of license plates with three letters, the origin of the vehicle cannot be determined.

Dealer license plates for trailers have a T (for Tilhenger ) on the license plate after the letter-number combination.

Trial and transfer license plates

have black characters on a red background. The signs are made of adhesive film and are designed in a different font. They show two letters and three digits, followed by the indication of the validity by two superimposed dates. A trial license plate currently costs (2012) 250 Norwegian kroner (approx. 34 euros) per day of validity. This is inclusive of liability insurance.

License plates for the export of brand new vehicles or for tourists (where the vehicles are not registered or the license plates or registration do not comply with the international road traffic agreement) only show four or five (depending on the type of vehicle) black digits on a white background. The number plate is limited on both sides by a red bar indicating the maximum validity (month on the left, year on the right). Export license plates are issued by the Norwegian police. use yellow tags with black digits. Military test tags have red font. They are used exclusively by the Defense Museum (Forsvarsmuseet, FMU) and the Test and Development Department (Test og utvikling, TU).

Vehicles participating in rally events

use black license plates with white letters and numbers. Driving on public roads is only permitted when participating in a rally, driving to and from the rally and to and from organized training. These vehicles are exempt from the enormously high registration tax (hence the usage restrictions).

Vehicles that are not allowed to be used on public roads,

but are still insured and registered, are given license plates with a black background and yellow lettering. These include, for example, snowmobiles, quads , camping trailers on campsites, various types of vehicles at airports, in port areas, etc. These vehicles are exempt from vehicle tax and have therefore not been issued any badges in the past. All vehicles on Spitsbergen also get this type of license plate, as there are only private roads / roads on Spitsbergen and these islands are exempt from the enormous registration tax. In this case, the inscription begins with ZN . Vehicles that are sold from Svalbard to mainland Norway also keep their registration number, but are exchanged for the mainland's corresponding different colored license plates after customs clearance. This also applies to tax-exempt temporary imports ("vacation").

Vintage vehicles

can receive license plates according to the old scheme before 1971 (one letter and up to five digits), even if they were recently imported into Norway.

have labels that begin with an A.

Diplomatic plates

show yellow letters on a light blue background. They consist of the letters CD followed by a five-digit number. The first two digits indicate the country of origin. Some diplomatic missions now also use civilian plates.

Desired license plate

Since June 2017 you can get custom license plates. These are then personal and not vehicle-specific.

The identifier must consist of two to seven characters (digits and / or letters including spaces).

They cost 9,000 crowns (approx. 900 €) for a period of 10 years.

Only cars (cars, trucks) with the license plate format 520 mm × 110 mm can receive these license plates. Motorcycles, vehicles with two-line or reduced license plates cannot receive these for the time being.
