The municipality of Dusheti ( Georgian დუშეთის მუნიციპალიტეტი , Dushetis munizipaliteti ) is an administrative unit (roughly equivalent to a district ) in the Mtskheta-Mtianeti region in northern Georgia .
geography
The administrative center of the municipality is the small town of Dusheti . The 2981.5 km² large municipality borders in the northwest on the municipality Qasbegi , in the east on the municipality Tianeti and in the south on the municipality Mzcheta , all also in the region Mzcheta-Mtianeti, in the northeast on the municipality Akhmeta in the region Kakheti as well as in South-west to the municipality of Kaspi and to the west de jure to the municipality of Akhalgori (on the territory of the de facto independent Republic of South Ossetia , internationally recognized only by a few states , there referred to as Leningor Rajon ), both in the Inner Kartlien region . In the north, the municipality is bounded by the state border with Russia , with the Republic of Ingushetia in the western part and the Republic of Chechnya in the east.
The valleys of the middle reaches of the left Kura tributary Aragwi or its headwaters and tributaries (White / Mtiuleti-Aragwi, Black / Gudamaqari-Aragwi, Pschawi-Aragwi , Chewsureti-Aragwi ) occupy the largest part of the municipality . The watershed crest of the Greater Caucasus runs through the northeastern part of the municipality , whereby the extreme northeast of the area already belongs to Europe if the inner Eurasian border is assumed there . This area in the upper part of the valleys of the Argun and its right tributary Andakiszqali as well as the Assa corresponds to the northern part of the historical region of Chewsureti and is only very sparsely populated, with a continuing downward trend; the remote upper Assa Valley, which lacks any transport infrastructure, has been uninhabited in the Georgian part for decades. In the extreme southwest, the municipality reaches a section of the left valley flank of the Kura tributary Ksani .
The watershed ridge is relatively low in this area: the western part, also known as the Mtiuleti ridge, on the border with the Qasbegi municipality or the Terek river system , with the northern Tschauchi, reaches a maximum of 3843 m above sea level, the Pschawi-Chewsureti ridge in the northeast as The watershed to Assa and Argun reaches 3499 m with the Tanie , but is otherwise mostly lower than 3200 m . The northern side ridges are higher there on the state border with Russia: to the west of the Assa with the 3898 m high Martinismta, between Assa and Argun with a 4007 m high peak at the southern end of the Wegilam ridge and in the extreme northeast with the 4493 m high Tebulosmta . The Lomissi ridge in the west of the municipality, which forms the watershed to the Ksani and the border to the Akhalgori municipality and South Ossetia, is almost 2700 m high in the northern part , while the Cartelian Mountains in the east serve as a watershed to the Iori and border to the Tianeti municipality the Tschitscho rises to 3076 m .
Population and administrative division
At 25,659 inhabitants (2014), the population fell by almost a quarter compared to the previous census (33,636 inhabitants in 2002), which accelerated the trend that began after the collapse of the Soviet Union in the 1990s. Before that, the population had been more or less stable since the middle of the 20th century.

history
The territory of the municipality essentially comprises the historical-geographical regions Chewsureti, Pschawi - the valley of the Pschawi-Aragwi and below the mouth of the Aragwi its left / eastern valley flank - and Mtiuleti , the rest of the valley of the Aragwi and its tributaries with the source rivers Schwarzer and White Aragwi, with the exception of the uppermost part of the White Aragwi, which already belongs to the historical region of Chewi or today's Qasbegi municipality. After the collapse of the medieval Kingdom of Georgia in the 16th century, the entire area belonged to the independent Kingdom of Kartlien and then to the unified Kartlien- Kakheti in 1762 .
During membership of the Russian Empire from 1801, it formed the main part of the Ujesds Duscheti in the Tbilisi Governorate , which continued into the early years of the Soviet Union . In 1928 the Dusheti Rajon was formed within the short-lived Okrug Tbilisi, which, like the Ujesd, also comprised the present-day municipalities of Tianeti and Qasbegi, and in 1930 the independent Rajon of the same name within today's borders. After Georgia gained independence, the Rajon was assigned to the newly formed Mtskheta-Mtianeti region in 1995 and converted into a municipality in 2006.
traffic
The international trunk road S3 , also European route 117 , coming from the capital Tbilisi or the nearby Mtskheta , runs through the municipality to the Russian border. It follows the course of the historic Georgian Military Road through the Aragwi or White / Mtiuleti-Aragwi valley. At Shinwali, the national road Sh26 ( Sch 26 ) branches off, which follows the Pschawi-Aragwi and then the Chewsureti-Aragwi, crosses the main Caucasus ridge over the 2767 m high Datwisdschwari Pass and runs down the Argun valley in Chewsuretia to Shatili. From Schinwali to the east, there is a connection to the neighboring municipal seat of Tianeti via the Sch27 ( შ 27 ), which overcomes a 1300 m high pass in the Kartlischen Mountains . From the S3, the Sch65 ( შ 65 ) leads to the administrative center Duscheti, which is located above the Aragwi valley, and in an arc back to the S3. A short section of the Sh28 ( შ 28 ) to Akhalgori (Leningor) runs through the extreme southwest of the municipality, although this is interrupted due to the conflict on the border with South Ossetia; This road is connected to Duscheti via the Sch143 ( შ 143 ).
The municipality does not have a rail connection; the nearest train station is a little south of Mtskheta on the Transcaucasian main line Poti – Tbilisi – Baku .
