The Nagano Prefecture ( Japanese 長野県 Nagano-ken ) is a prefecture of Japan . It is located in the Chūbu region on the island of Honshū . The seat of the prefecture administration is the city of the same name Nagano .

Regional division of the prefecture by the Japanese weather service : The primary division is north / central / south (Hokubu / Chūbu / Nanbu) , Hokubu is further divided into (from east to west): Nakano / Iiyama, Nagano, Daihoku, Chūbu in Saku, Ueda, Suwa, Matsumoto and Norikura / Kami-Kōchi, and Nanbu in Kami-Ina, Shimo-Ina and Kiso.

Nagano is the fourth largest prefecture in Japan after Hokkai (dō) , Iwate (ken) and Fukushima (ken) and the largest inland prefecture. It also has eight neighboring prefectures, more than any other. In the west, parts of the Japanese Alps ( Hida Mountains and Kiso Mountains ) form the borders with Toyama, Gifu and Aichi. In the southeast is the Akaishi Mountains, which are also part of the Japanese Alps, part of the borders with Shizuoka and Yamanashi. The Tenryū-gawa , one of the great rivers in Nagano, flows south between the Kiso and Akaishi Mountains . It forms the drain of Lake Suwa (Suwa-ko) in the center of Nagano. Another major river is the Chikuma-gawa to the north. In the northeast, parts of the Echigo and Kantō Mountains form parts of the borders with Niigata (≈Echigo), Gunma, Saitama and Yamanashi. Between the Kantō and Akaishi mountains lies the valley of the Fuji-kawa / gawa , which rises just beyond the border with Yamanashi as Kamanashi-gawa ( 釜 無 川 ) and then initially flows to the northeast and forms part of the border. The Kiso-gawa , the "Japanese Rhine", has its source in the southwest of Nagano .

In geographical regional divisions of Japan , Nagano / Shinano / Shin [-shū] is often included in the central Japanese region of the middle part [of Honshū] . As part of Kōshin (= Yamanashi / Kōshū & Nagano / Shinshū) or Kōshin'etsu (= Yamanashi, Nagano, Niigata), however, in some practical economic, social and administrative contexts it is part of eastern Japan or rarely even Kantō , for example in the national one Police authority , the successors of the Japanese State Railways , some branch offices of ministries of the national government or the Tokyo-centered Kantō-Kōshin'etsu broadcasting area of ​​the public service broadcaster and some other media.

The first Nagano Prefecture was renamed in 1871, when the administration of the previous Nakano Prefecture ( 中 野 県 , Nakano-ken ) was moved from Nakano in what was then Takai County to Nagano in Minochi County . Nakano Prefecture was separated from Ina Prefecture in 1870 . This had taken over former shogunate property ( bakuryō ) in the provinces of Shinano and Mikawa in the Meiji Restoration in 1868 . After the abolition of the Han in 1871 and the first consolidation of the resulting prefectures, Nagano Prefecture comprised the contiguous eastern part of Shinano Province. In the west of Shinano and the province of Hida, the prefecture of Chikuma was established with the administrative seat in Matsumoto in the district of Chikuma . In 1876, the Chikuma prefecture on the provincial border of Shinano and Hida was divided between Nagano and Gifu . Since then, Nagano has largely its current borders and is essentially congruent with the ancient province of Shinano.

Politics and administration

Shuichi Abe has been the governor of Nagano since 2010 , who was once lieutenant governor under the polarizing governor Yasuo Tanaka . In the gubernatorial election in August 2018 , Abe was confirmed for a third term with broad non-communist support ( LDP , KDP , DVP , Kōmeitō , SDP ) against the CPJ- backed challenger Chūichi Kanai. The turnout fell slightly compared to the 2014 election to a new record low of 43.28%.

In the regular 57-member prefectural parliament in Nagano , parliamentarians not affiliated with the party hold a majority; in the April 2019 elections , 26 winners were independent, and LDP candidates won 21 seats. The LDP parliamentary group has an absolute majority.

The national parliament Nagano sent five directly elected members in the House of Representatives - as of July 2019 , two Liberal Democrats, two DVP-MP and a member of the faction Shakaihoshō o tatenaosu kokumin kaigi from ex-Democrats - and since 2016 one per sub-election to the council house . 2016 is newbie sat Hideya Sugio of the vote against LDP incumbent (Minshintō later KDP) with 52.5% Kenta Wakabayashi (45.7%) through 2019 won Yuichiro Hata (DVP) with 55.1% clearly against former LDP - MP Yutaka Komatsu (39.5%).

In December 2019, Nagano became the first prefecture in Japan whose administration declared a " climate emergency ". Nagano aims to reduce its net greenhouse gas emissions to zero by 2050.

The main building of the prefecture administration in the district (Ōaza) Minami-Nagano of Nagano city also houses the prefectural police headquarters of Nagano.

The Nagano Prefectural Police ( 長野 県 警察Nagano-ken-keisatsu ) was created in its current form under the new Police Act of 1954, under which the districts of the Nagano Land Police were reunited with the municipal police in Nagano established during the US occupation to form a uniform, prefecture-wide organization were, but unlike in the empire under the control of the prefectural commission for public security Nagano ( 長野 県 公安 委員会 Nagano-ken-kōan-iinkai ), whose three members are appointed by the governor with the consent of parliament. The Nagano police force consists of less than 3,500 police officers (posts April 1 [= beginning of the fiscal year] 2018: 3,487). Today there are 22 police stations across the prefecture.

Administrative division

When the prefecture system was introduced during the Meiji Restoration, there were several principalities ( -han ) and prefectures (-ken) in what is now Nagano Prefecture . After the abolition of the Han and the following first wave of prefectural mergers in 1871, there were two left: Nagano and Chikuma (see #History ). After the reactivation of the districts ( -gun ) in 1878/79, when several premodern districts of the Shinano province were divided, Nagano consisted of 16 districts and none of the new urban districts (- Ku ) .

The introduction of modern communities in 1889 (the circles of Nagano Prefecture in 16 cities were - machi ) and 375 villages ( mura ) divided. It was not until eight years after the introduction of the independent cities ( -shi ) in 1897 that the capital Nagano became the first city in Nagano to become independent. Matsumoto, the former prefecture capital of Chikuma, followed in 1907. As a result of incorporations and mergers, the number of municipalities fell from 394 (1920) to 233 (1955) or 147 (1960) to finally 120 in 2000. Since 2010, the prefecture has consisted of 19 independent cities, 23 small towns and 35 villages, the latter combined in 14 counties ( gun ).

Two of the independent cities have a special status:

  • Nagano, the seat of the prefecture administration is a "core city"
  • Matsumoto, the second largest city in terms of population, is an exceptional city ("Tokureishi")
