An attack on Tanja Wöllnitz is carried out in downtown Leipzig. It quickly turns out that the bullet from the firearm was actually aimed at her American companion Robert Jennings. The investigators find out that this is not a normal tourist, but in fact an American soldier. The tracks lead to the American-run Terminal A of Leipzig-Halle Airport and the head of the Military Police in Terminal A, William Kettler. But this denies a relationship with Jennings. The commissioners find out, however, that he deserted after an Iraq mission. But Tanja Wöllnitz's father and brother are also under suspicion. As members of a citizens' initiative against the military use of the airport, the two have a motive to torpedo the relationship between Tanja Wöllnitz and Robert Jennings.

Several gangs of thieves use the power failure to enrich themselves, but the real coup seems to take place in the Bundesbank branch. The SOKO investigators are at a loss until the fun-dressing of their witness and his strange behavior shows them the right lead.
