In the individual, Juan Ignacio Chela went on to defend his title, but was eliminated in the semifinals against Pablo Andújar , against whom he had triumphed in the final a year earlier. Andújar lost the final against Florian Mayer , who celebrated his first career win in Bucharest. Chela had won the double title together with Łukasz Kubot last year, but they did not compete this year. Daniele Bracciali and Potito Starace won the final in three sets against Julian Knowle and David Marrero . This was their second joint ATP title and their fifth ATP double title in their careers. Bracciali had already won two more titles in 2011.
The field of participants in the single competition consisted of 28 players, that of the double competition consisted of 16 pairs. The four top seeded players in the singles each got a bye into the second round. The total prize money was 371,200 euros; the total financial liabilities were 420,200 euros.
The qualification took place from September 17th to 19th, 2011. Four qualifying places were played, which entitle them to participate in the main draw of the tournament.
The following prize money and world ranking points were paid out or credited for reaching the respective round. Players who moved into the main draw via qualification received the specified qualification points in addition to those for reaching the respective round.
