Gary A. Franks (born February 9, 1953 in Waterbury , Connecticut ) is an American politician . Between 1991 and 1997 he represented the state of Connecticut in the US House of Representatives .

Career

Gary Franks attended Yale University until 1975 . He became a member of the Republican Party . Between 1986 and 1990 he was a member of Waterbury City Council. In 1986 he unsuccessfully applied for the position of chief of the Connecticut Audit Office.

In the 1990 congressional elections, Franks was elected to the US House of Representatives in Washington, DC , in the fifth constituency of his state , where he succeeded John G. Rowland on January 3, 1991 . After two re-elections, he was able to complete three legislative terms in Congress by January 3, 1997 . In the 1996 election he was defeated by Democrat James H. Maloney . Franks was the first African American since 1932 to be elected to the US House of Representatives for Republicans; Oscar Stanton De Priest succeeded in doing this in Illinois . In addition to JC Watts of Oklahoma , Franks was the only African-American Republican Congressman in the 1990s.

In 1998 Franks ran unsuccessfully against incumbent Chris Dodd for the US Senate .
