Lower Saxony tariff
The Lower tariff is in the rail transport of Lower Saxony , Bremen and Hamburg valid transportation tariff, which was introduced on June 9, 2013. As a roof tariff, it replaced the DB tariff in local transport that was previously valid on the connections within its area of application .

With the neighboring states of Saxony-Anhalt and Thuringia , the area of validity ends at the last train station before the state border. There is no cross-border rail traffic to Brandenburg. It should be noted that the Bassum – Herford railway line (RB 71 NRW) is not part of the Lower Saxony tariff, although it is only covered by the routes it contains, including the entire remaining train route of the RB 71.
This entire area is only used for transport-related tickets and the Lower Saxony tariff bike day ticket . The area of validity of the Lower Saxony ticket as a ticket offer of the Lower Saxony tariff differs from it on some routes outside Lower Saxony. In addition, since January 14, 2018, relations-related tickets for the Lower Saxony tariff can also be purchased as far as Hengelo in the Netherlands .
The Lower Saxony tariff is only to be used for journeys on routes that are not fully within the scope of a regional transport association with regional rail transport integration, that go beyond its scope or that begin and end in various transport associations or tariff associations.
In other public transport outside of the railways or in connection with it, the Lower Saxony tariff has so far only offered limited and regionally limited offers in the context of the Lower Saxony ticket and the so-called connection mobility for transport-related tickets (the expansion of which is one of the main focuses of the Lower Saxony tariff GmbH, according to the company). To this end, he cooperates with various regional transport associations and tariff associations, such as B. the greater Hanover traffic or the public transport in Hameln . As of December 9, 2018, the scope of both offers was significantly expanded and now extends more comprehensively to almost all of Lower Saxony (with the exception of a few districts ).

- Westphalian tariff (WT):
The district or city of Osnabrück is a specialty . Tickets of the Lower Saxony, Westphalia or NRW tariff apply here with regional differences:
- In rail transport, all three tariff systems are recognized for journeys in the direction of North Rhine-Westphalia (i.e. Herford , Bielefeld, Minden , Münster, Rheine ). In principle, however, Bissendorf and Melle are not included in the NRW systems . The tariff limits of the Lower Saxony ticket (day ticket) differ from this - the route to Münster is excluded here and the tariff limit on the route to Bielefeld ("Haller Willem") is Dissen - Bad Rothenfelde . The remaining routes are only part of the Lower Saxony tariff.
- All systems, including day tickets, are recognized in Osnabrück city buses (tariff zone 100 Osnabrück / Belm ). Since December 9, 2018, the connection mobility for relations-related tickets of the Lower Saxony tariff has been valid for the entire VOS tariff, the Lower Saxony ticket continues to only apply in tariff zone 100.
- In the buses in the Osnabrück district, only the VOS tariff or the “VOSplus” extension applies.
Tickets
The fares in the Lower Saxony tariff are calculated to the exact kilometer. The tickets are only valid for the route specified on the ticket. It is therefore not possible to use other parallel routes.
The Lower Saxony tariff ticket offer includes
- Single tickets
- Return tickets
- Tickets for children
- Group tickets (from six people)
- Lower Saxony Ticket and Lower Saxony Ticket plus Groningen
- Day bike passes.
Single tickets, return tickets and the Lower Saxony ticket can be purchased as a mobile phone ticket. When purchasing single, return tickets with a valid BahnCard 25 or 50, the respective price discount is granted. On the other hand, it is not possible to credit bahn.bonus points when making a purchase, as the BahnCard is a marketing instrument of the railways and not of the Lower Saxony tariff.
The Lower Saxony tariff also offers a common selection of season tickets :
- Transferable / personal weekly and monthly tickets, also as an annual subscription; expandable with subscription XL
- Weekly and monthly tickets for schoolchildren / interns / volunteers / students, also as an annual subscription as well
- For selected routes, bus / rail season tickets (not always with the entire range of season tickets).
Monthly tickets (also with subscription) for everyone entitle you to take one person and three children / grandchildren from 6 to 14 years with you on Saturdays.
Tariff features
Lower Saxony ticket
The state ticket for Lower Saxony, known as the Lower Saxony ticket , is a ticket offer of the Lower Saxony tariff. With the Lower Saxony ticket, local trains in Lower Saxony, Bremen and Hamburg can be used as often as required on the day of validity. The area of validity largely coincides with the entire area of the Lower Saxony tariff, but there are some deviations for routes to North Rhine-Westphalia .

The additional mobility available in the Lower Saxony tariff in NRW and from 1 NVV zone around the Hessian train stations is also missing in the Lower Saxony ticket. Instead, it offers follow-up mobility in the Schaumburg district and the city of Uelzen, which are not included in the Lower Saxony tariff.
The Lower Saxony ticket is therefore only valid for the Osnabrück –Münster connection via Rheine ; alternatively, the Westphalian tariff day tickets or the “ SchönerTagTicket NRW ” (also valid on the Osnabrück city bus) are available for the direct connection via Natrup-Hagen . Since the Lower Saxony ticket also includes the railway line leading across Hessian territory to Staufenberg ( Speele stop ), a city ticket Kassel plus is sufficient from there to reach the city of Kassel . From January 14, 2018, the Lower Saxony ticket is also valid from Bad Bentheim via Oldenzaal to Hengelo . As an additional option for cross-border traffic to the Netherlands is about Winschoten until after Groningen the Niedersachsen-Ticket plus Groningen offered. Since June 14, 2020 there is also a Lower Saxony ticket plus Nordhausen , which also includes the otherwise missing stops on the southern Harz route to Nordhausen .
The Lower Saxony ticket is valid for local public transport in Lower Saxony, Bremen, as well as in the HVV-Ringen AB, which include the entire Hanseatic city of Hamburg and individual locations in Schleswig-Holstein. Before December 9, 2018, it was only valid in selected regional transport associations and tariff associations, then in almost all of Lower Saxony, Bremen and Hamburg, with the exception of the districts of Emsland , Osnabrück (except tariff zone 100 of the Osnabrück transport association ) and Schaumburg . These districts have also been participating since December 15, 2019. In the Netherlands, North Rhine-Westphalia, Hesse and possibly Thuringia, the ticket is still only valid on the designated rail routes.
The tickets are available for up to five people, and regardless of the number of paying people, up to three children aged 6 to 14 can be taken with you; These do not have to be your own children or grandchildren. With this regulation, surplus children are to be considered as additional paying persons. Children under 6 years are not considered. As of June 11, 2017, taking children along is no longer regulated in the same way as the regional tickets of other federal states or the cross-through-country ticket of the DB tariff.
The Lower Saxony ticket is valid Monday to Friday from 9:00 a.m. to 3:00 a.m. the following day. On Saturdays, Sundays, the Lower Saxony public holidays and summer holidays as well as December 24th and December 31st, the ticket is valid from midnight. In the weekend traffic, the Lower Saxony ticket of the previous day is valid on some specially designated night trains of the metronome on lines RE 3 and RE 4 even after 3 a.m. and thus in some cases until just before 6:30.
The price of the Lower Saxony ticket was increased on December 9, 2018 for the first time since the introduction of the Lower Saxony tariff and amounted to 24 euros for one person plus five euros for each additional person (price increase of one euro each time). On June 14, 2020, the price for the first person fell back to 23 euros for tax reasons. A surcharge of two euros per ticket is levied for staff-operated sales (as of December 2018). Instead of people, dogs may also be taken. If you want to take bicycles with you, you need to buy a Lower Saxony day ticket for each bicycle . If necessary, additional tickets are required to take bicycles with you (e.g. for trips in the transport associations or to reserve a parking space in the IC / EC between Bremen Hbf and Norddeich Mole).
For the Lower Saxony ticket to be valid, the names of all paying passengers must be entered before departure. The travelers make this entry themselves. The Lower Saxony ticket is only valid with this list of names in the fields provided. Children traveling free of charge are not allowed. If fewer than five people travel with one ticket, the lines that are not required (if any) will be crossed out. A separate line is currently not printed for each passenger at all issuing points. With such Lower Saxony tickets, the names of the fellow travelers must be noted in a suitable place (usually on the back of the ticket).
Furthermore, the Lower Saxony ticket can be used in connection with the state tickets of the neighboring federal states ( Hessenticket , Sachsen- / Sachsen-Anhalt- / Thüringen-Ticket , Schleswig-Holstein-Ticket and "SchönerTagTicket NRW" ) without an additional one for the cross-border route section Having to solve the ticket.
Follow-up mobility
The so-called follow-up mobility entitles you to a single journey in local public transport before and after a single and return ticket. The validity is usually limited to the urban area or the municipality. The offer has been included in the Lower Saxony tariff ticket since December 9, 2018. Previously it was just a ticket for the respective transport association that was integrated into the ticket and subject to a surcharge.
There is no validity in local rail passenger transport , unlike the similar city ticket of the DB tariff, even if there are several train stations within the local area of validity.
On December 9, 2018, the scope of follow-up mobility was significantly expanded. For single, return and group tickets, it has since covered almost all of Lower Saxony, Bremen and Hamburg, except for the districts of Schaumburg and the city of Uelzen , as well as the Hessian towns of Bad Karlshafen , Eichenberg , Gertenbach , Vernawahlshausen and Witzenhausen , which are within the scope of the Lower Saxony tariff .
Since April 1, 2020, follow-up mobility has also applied in North Rhine-Westphalia. The Lower Saxony ticket is still not valid for local public transport in NRW.
The newly added option of purchasing weekly and monthly tickets as well as subscriptions (also for schoolchildren and trainees) of the Lower Saxony tariff is also referred to as connection mobility are reduced. The possible scope corresponds to the above with the exception of the Emsland district , the Ems-Jade transport association , the Hamburg transport association and the localities in Hesse. A validity in local rail passenger transport is possible, provided that this is a regular part of the offers of the regional cooperation partner.
Spar ticket
A savings ticket for 6 euros has been available for journeys up to 50 km since June 14, 2020 . It is almost identical to a normal ticket in the Lower Saxony tariff, with the following differences:
- The period of validity corresponds to that of the Lower Saxony ticket
- No upgrade to 1st class possible
- No Bahncard discount possible
Subscription XL
Since January 1, 2018, the Lower Saxony tariff has been offering Abo-XL as a paid extension of the regular annual subscription for everyone. For a surcharge of EUR 9.90 per month (as of January 2018), the regular area of validity on Saturdays until 3 a.m. of the following day can be extended to the entire area of application of the Lower Saxony tariff. The possibility of taking other people with you on Saturdays also corresponds to the extended area of validity. Since June 14, 2020, Abo-XL is also valid on Sundays and public holidays.
The surcharge depends on the selected route and is lower the longer the route is. An extension of student season tickets with the Abo-XL is not possible. The use of buses, trams and underground trains is also excluded.
Bringing bicycles and animals
If you want to take a bicycle with you, you can buy a Lower Saxony tariff day ticket for 4.60 euros (as of June 14, 2020), which entitles you to take the bicycle with you on any number of trips for one day. Furthermore, bicycles can be taken along free of charge under the following circumstances:
- The bike is dismantled, unfit for travel and packed and can be stowed like luggage or
- it is a folded bicycle (this can, but does not have to be, packed) that can be stowed like luggage or
- it is a children's bike that a child under 6 years of age can take with them.
When traveling in the transport associations, other conditions apply to the transport of bicycles, which must be observed. To use the IC / EC between Bremen Hbf and Norddeich Mole, a day ticket for the Lower Saxony tariff and a parking space reservation must be purchased.
Bringing dogs with you requires purchasing a children's ticket for the relevant route. Dogs must wear a suitable muzzle ; Excluded from this are guide dogs and assistance dogs of passengers in possession of a severely handicapped pass with the mark "B" or "Bl". In addition, dogs must be on a leash on the train. Furthermore, small dogs and other pets that are transported in locked containers the size of hand luggage can be taken along free of charge.
Due to the different areas of application of the Lower Saxony ticket and tariff, it may happen that a single day bike pass for the Lower Saxony tariff is sufficient for a connection, but the traveler himself needs connection tickets. Example: the Lower Saxony tariff day ticket is sufficient for the trip to Paderborn; The Lower Saxony ticket is only valid up to Bad Pyrmont ; An additional Lower Saxony tariff ticket is required for the connection to Paderborn.
Validity in long-distance transport of the Deutsche Bahn
Since December 15, 2013, the Lower Saxony tariff can also be used on the IC / EC connection from Bremen via Emden to Norddeich Mole operated by Deutsche Bahn. This also applies to journeys with the Lower Saxony ticket. Other long-distance routes are expressly excluded from this. A day ticket for the Lower Saxony tariff and a parking space reservation are required for each bike to take along.
Nationwide semester ticket
For the 2018/2019 winter semester, after several attempts since 2014 and a coordination of the colleges and universities concerned , including with the participation of Niedersachsentarif GmbH, a uniform semester ticket for Lower Saxony and Bremen was introduced, which also allows trips to Hamburg and on selected routes to other neighboring federal states enables. Lower Saxony tariff tickets can only be purchased prior to departure. A sale on the train does not take place in principle (an exception to this is emergency sale , e.g. in the event of a machine defect).
Tickets can be purchased at the train station from ticket machines and sales points. It is also possible to book online tickets over the Internet. The purchase of season tickets by subscription is also possible via the Lower Saxony tariff operated by Transdev .
Mobile phone tickets are also available for single, return and return tickets as well as the Lower Saxony ticket.
Since the expansion of connecting mobility on December 9, 2018, single and return tickets to selected destinations can also be purchased in the means of transport of some transport associations and tariff associations in which this is recognized.
