Nikolai Nikolajewitsch Tschernezki ( Russian: Николай Николаевич Чернецкий , English transcription Nikolay Chernetskiy ; born November 29, 1959 in Frunze , Kyrgyz SSR , Soviet Union ) is a former Soviet athlete , whose specialty was the 400-meter run .
