For the final round of the Rugby Union World Cup 2007 , which was held in France in September and October , the eight participants in the quarter-finals of the 2003 World Cup were automatically eligible to start. Ten of the twelve other available places in the tournament were occupied by the winners of regional qualifying tournaments, two more in qualifying games ( barrage ).
The qualifying tournaments were divided into five continental groups. A total of 86 teams took part, 14 from Africa , 19 from America , 13 from Asia , 31 from Europe and 9 from Oceania .

Africa had a permanent starting place for the finals. In addition, there was the opportunity for a second team to qualify via a barrage. In the group stages there were three points for a win, two for a draw and one for a loss; no bonus points were awarded.

Round 1
The eight teams of divisions 3B (excluding Hungary, relegated from 3A) and 3C (excluding Azerbaijan and Armenia) played a round in the knockout system for a place in round 2.
Andorra, Austria, Bulgaria and Lithuania advanced into round 2.
round 2
The four winners of round 1, Hungary and the 15 teams from divisions 2A, 2B and 3A were drawn into four groups of five teams each. Each team played once against the group opponents. The first and second in the group advanced to round 3. The four third-placed wore a playoff for a place in round 3.
