It belongs to the arrondissement of Les Andelys and the canton of Romilly-sur-Andelle (until 2015 Lyons-la-Forêt ). The inhabitants are called Rosayens .

Rosay-sur-Lieure is about 25 kilometers east of Rouen . Rosay-sur-Lieure is surrounded by the neighboring communities of Charleval in the north and west, Lyons-la-Forêt in the north and east, Touffreville in the south and Ménesqueville in the south-west.
