The Scottish Football League Division One was played for the 64th time in 1963/64 . It was also the 67th edition of the highest soccer division within the Scottish Football League in which the Scottish champions were determined. It began on August 21, 1963 and ended on April 21, 1964. In the 1963/64 season, 18 clubs competed against each other in a total of 34 game days. Each team played once at home and away against every other team. The 2-point rule applied . In the event of a tie, the goal quotient counted .
The championship won for the 34th time in the club's history, the Glasgow Rangers . The Rangers qualified as champions for the following European Cup season-1964/65 . The runner-up, as well as the third and fifth place, FC Kilmarnock , Celtic Glasgow and Dunfermline Athletic qualified for the Exhibition Cities Cup . As a defeated cup finalist , FC Dundee qualified for the European Cup Winners' Cup . Queen of the South and East Stirlingshire FC were relegated to Division Two . The top scorer was Alan Gilzean from Dundee FC with 32 goals .
