  • As a delegation of the European Union (formerly Delegation of the European Commission , colloquially also the EU Embassy ), the current total of 139 foreign representations of the European Union to third countries and international organizations ( OECD , OSCE , United Nations , WTO , FAO , UNESCO , IFAD and the African Union) ) designated. These delegations fulfill a similar function for the EU as an embassy for nation states .

    Within the framework of the Common Foreign and Security Policy (CFSP) of the European Union, the delegations take on tasks such as the external presentation and implementation of EU policies, the preparation of analyzes and reports for the European Commission and, if necessary, negotiations within the framework of a given mandate. Organizationally, the delegations are part of the European External Action Service (EEAS) and are therefore assigned to the EU High Representative for Foreign Affairs and Security Policy .

    history

    The first diplomatic representation of the European Commission (then still the High Authority of the ECSC ) was set up in 1956 in the United Kingdom , which in 1973 became a member of the European Communities . The EC has been represented at the United Nations in New York since 1964, and there has been a permanent delegation since 1974. In 2007 the European Union delegation for Switzerland and the Principality of Liechtenstein was opened.

    Until 2009, the delegations were under the sole responsibility of the European Commission's Directorate-General for External Relations (DG RELEX) . As a result of the Lisbon Treaty , this was incorporated into the newly established EEAS, which also includes former members of the Council Secretariat and seconded staff from the national diplomatic services . The merger of the RELEX staff and the relevant department of the Council Secretariat took effect on January 1, 2011.

    Until the beginning of July 2010, the head of the delegation in the United States was John Bruton , a former Irish Taoiseach , followed by the Portuguese João Vale de Almeida , who took over the EU representation at the United Nations in 2015 . Ambassador David O'Sullivan has been the EU's representative in Washington since the end of 2014. Head of the delegation in the People's Republic of China is Hans Dietmar Schweisgut . Ambassador Gary Quince leads the EU delegation to the African Union .

    The EU has its own communication network, COREU (French Correspondance Européenne = telex network of European correspondents), which is administered by INTCEN , to enable delegations to communicate with the EU Council and other bodies .
