The Austrian soccer championship 1928/29 was organized by the WFV association and contested by its members. The single-track II. League served as a substructure for the I. League . These leagues were only accessible to professional football clubs . In addition, other federal state associations organized state championships in different modes on an amateur basis. The respective amateur national champions then also played a master at the amateur championship.

National leagues
- There was no separate state championship in Lower Austria. The strongest Lower Austrian clubs played a mixed championship in two regional relays with the reserve teams of the first-class Viennese professional clubs . The best-placed provincial clubs of these two seasons then played a final for the Lower Austrian championship title.
