As of the 2000 census , Franklin County had 3,574 people in 1,485 households and 1,021 families. The population density was 2 people per square kilometer. The racial the population was composed of 99.24 percent white, 0.28 percent Native American, 0.06 percent Asian and 0.08 percent from other ethnic groups; 0.34 percent were descended from two or more races. Hispanic or Latino of any race was 0.64 percent of the population.

Of the 1,485 households, 28.6 percent had children and adolescents under the age of 18 living with them. 59.4 percent were married couples living together, 6.0 percent were single mothers, 31.2 percent were non-families, 29.2 percent were single households and 16.0 percent had people aged 65 years or over. The average household size was 2.34 and the average family size was 2.87 people.

For the entire county, the population was composed of 24.5 percent of residents under the age of 18, 4.5 percent between 18 and 24 years of age, 23.6 percent between 25 and 44 years of age, and 23.5 percent between 45 and 64 years of age 23.9 percent were 65 years of age or over. The median age was 43 years. For every 100 females there were 92.8 males. For every 100 women aged 18 or over, there were statistically 91.0 men.
