Local rail transport
Local rail passenger transport ( SPNV ), also known as local rail transport , is the term used in Germany to describe the transport services provided by rail transport companies in local public transport (ÖPNV).
The term includes the train types Interregio-Express , Regional-Express , Regionalbahn (formerly local train ) and S-Bahn . These trains are also known as local trains .
In Austria and Switzerland there is no exact equivalent to the term local rail transport. At the ÖBB there are u. a. the regional train ; the Swiss train types Regio , RegioExpress and S-Bahn are part of regional traffic there .
Legal basis
Since the regionalization in 1996 no longer the federal government, but which are in Germany country as transport authorities responsible for the organization of regional transport. In their local traffic laws, they have delegated this function either to themselves or to municipal associations . These have come together in the umbrella association of the Federal Working Group for Local Rail Transport (BAG-SPNV). The transport authorities order and finance the local transport services in cooperation with the respective state planning authorities (see also the list of state planning authorities ).
The General Railway Act (AEG) "serves to guarantee the safe operation of the railway and an attractive transport offer on the rail as well as to ensure effective and undistorted competition on the rail in the provision of transport services and the operation of railway infrastructures." According to § 2 Para . 5 of the AEG the “generally accessible transport of people in trains, which are primarily intended to meet the demand for urban, suburban or regional transport. This is in doubt the case when a train does not exceed the entire travel length 50 km or the total travel time is one hour in the majority of transport cases. " Trams and them in accordance with German PBefG equivalent webs such as subways or lifts are indeed railways include but under German law not to the local rail transport
The highest supervisory authority for both railway undertakings (EVU) and railway infrastructure companies (EIU) is either the Federal Railway Authority (EBA) in Bonn or authorities in the individual states.

The responsible planning and licensing authority and the responsible authority (s) are listed for each federal state.
Baden-Württemberg
The local transport company Baden-Württemberg (NVBW) was founded by the state of Baden-Württemberg in 1996. She advises and supports the Ministry of Transport and Infrastructure (MVI) in all matters relating to local rail transport. Local public transport is coordinated nationwide with the regional transport companies and associations under the “bwegt” brand. For the S-Bahn Stuttgart is Stuttgart Regional Association of PTAs. In the regions of Heidelberg , Mannheim , Main-Tauber-Kreis , Neckar-Odenwald-Kreis and Rhein-Neckar-Kreis this task is carried out by the Verkehrsverbund Rhein-Neckar (VRN).

Bavaria
The Bavarian Railway Company (BEG) was founded in 1995 by the Free State of Bavaria . It has been planning and ordering all local rail transport for the State Ministry for Economic Affairs, Infrastructure, Transport and Technology (BStMWIVT) since 1996 . The BStMWIVT is also the highest planning authority. The train connections in local traffic are called Bayern-Takt .
Berlin and Brandenburg
The Verkehrsverbund Berlin-Brandenburg (VBB) is the association of all public transport authorities in Berlin and Brandenburg . It was founded in 1996 and has had a common tariff for all member regions and cities since 1999. In some cases, the tenders are held together with other transport associations. The top state planning is carried out jointly by the Berlin Senate Department for Urban Development and the Brandenburg Ministry for Infrastructure and State Planning .
Bremen
In the Free Hanseatic City of Bremen , the Senator's Authority for the Environment, Building and Transport fulfills the task of local rail transport. It is also the highest state planning authority.
The cities of Bremen and Bremerhaven formed the Bremen / Lower Saxony transport association (VBN) in 1996 together with the Lower Saxony cities of Delmenhorst and Oldenburg and the districts of Ammerland , Diepholz , Oldenburg , Osterholz , Wesermarsch and Verden . Associated members of the ZVBN are 14 municipalities in the districts of Cuxhaven , Rotenburg and Nienburg . In this way, the responsible authority was brought together across the boundaries of individual regional authorities. The cooperation with the Verkehrsverbund Bremen / Niedersachsen (VBN) is contractually regulated.
Hamburg
The Hamburg Transport Association (HVV), founded in 1965, was restructured in 1996 to become an association of public transport authorities.
Today the shareholders are the states of Hamburg , Lower Saxony and Schleswig-Holstein as well as the seven (rural) districts bordering Hamburg, Harburg , Lüneburg , Stade , Lauenburg , Segeberg , Stormarn and Pinneberg . The highest state planning authority is the authority for urban development and the environment . There are currently no tenders.
Hesse
In Hesse , the North Hessian Transport Association (NVV) is the responsible party for local rail transport in the Kassel administrative region . The framework conditions set by the state and the regional authorities of Fulda , Göttingen , Kassel , Hersfeld-Rotenburg , Waldeck-Frankenberg and Werra-Meißner district are implemented by the NVV. For the administrative districts of Gießen and (for the most part) Darmstadt , the Rhein-Main-Verkehrsverbund (RMV) is responsible for the local rail transport. The RMV was founded in 1995 as the successor to the Frankfurter Verkehrsverbund (FVV). The state of Hesse is a partner in the RMV together with 15 districts and 11 cities. Various RUs were involved in the tenders .
For the circle mountain road is traffic group Rhine Neckar responsible.
The highest planning authority for Hesse is the Ministry of Economics, Transport and State Development .
Mecklenburg-Western Pomerania
The responsible authority for the regional rail transport is the state of Mecklenburg-Western Pomerania . The highest state planning authority is the Ministry of Energy, Transport and State Development . The Mecklenburg-Western Pomerania transport company (VMV) takes on the planning, organization and financing of the local rail transport.
You order the local rail transport services from the following RUs:
- DB Regio Nordost
- Usedomer Bäderbahn (UBB)
- East German Railway (ODEG)
- Mecklenburgische Bäderbahn Molli (MBB) (narrow-gauge railway, 900 mm)
- Railway construction and operating company Pressnitztalbahn (PRESS) (partly narrow-gauge railway 750 mm)
The integral cycle timetable links the nodes ( Rostock , Güstrow , Neustrelitz , Neubrandenburg , Stralsund ) every hour if possible. The only transport association with regional rail integration is the Verkehrsverbund Warnow (VVW), which extends over the Hanseatic city of Rostock and the neighboring district of Rostock .
Lower Saxony
The Lower Saxony regional transport company (LNVG) is the regional rail transport authority for the state of Lower Saxony , unless the Hanover region and the Braunschweig region's special purpose association (ZBG) are responsible for their respective areas. The Ministry of Economy, Labor and Transport is the supreme supervisory authority.

- Greater Hanover traffic (GVH) for the Hanover region
- Verkehrsverbund Region Braunschweig (VRB) for Braunschweig and the surrounding area
- Hamburger Verkehrsverbund (HVV) for the Hamburg area
- Transport association Bremen / Lower Saxony (VBN) for the Bremen area
- Verkehrsverbund Süd-Niedersachsen (VSN) for Göttingen and southern Lower Saxony
North Rhine-Westphalia
From January 2008, the local rail transport in North Rhine-Westphalia was reorganized and grouped into three umbrella organizations as the responsible authorities.
The Zweckverband Nahverkehr Rheinland (ZV NVR) is the joint umbrella organization for the Aachener Verkehrsverbund (AVV) and the Verkehrsverbund Rhein-Sieg (VRS).
The Zweckverband Nahverkehr Westfalen-Lippe (NWL) takes on the ordering and financing of the local rail transport for:
- Local transport association Paderborn-Höxter (NPH)
- Zweckverband Verkehrsverbund OWL (VVOWL)
- Special Purpose Association for Local Passenger Transport Westphalia South (ZWS)
- Special purpose association SPNV Münsterland (ZVM)
- Local association SPNV Ruhr-Lippe (ZRL)
Since 2008, the Verkehrsverbund Rhein-Ruhr (VRR) has also been coordinating the regional rail transport in the Niederrhein local transport association .
Rhineland-Palatinate
In Rhineland-Palatinate , the SPNV is grouped under two authorities, the regional rail passenger transport association Rhineland-Palatinate North (SPNV-Nord) for the regions around Koblenz and Trier on the one hand, and the regional rail passenger transport association Rhineland-Palatinate South (SPNV-Süd) for the Rheinhessen regions and Pfalz .
Saarland
For the Saarland is traffic management company Saar (VGS) is responsible.
Saxony
The following special purpose associations are responsible for the state of Saxony :

- Association for the local traffic area of Leipzig (ZVNL)
- Association of Central Saxony Transport Association (ZVMS)
- Zweckverband Verkehrsverbund Oberlausitz-Lower Silesia (ZVON)

Saxony-Anhalt
For the State of Saxony-Anhalt is Nahverkehrsservice Saxony-Anhalt (NASA) is responsible.
Schleswig-Holstein
The Schleswig-Holstein Ministry of Science, Economics and Transport is responsible, among other things, for traffic law and traffic safety on the rails. The public and sovereign tasks in rail transport are performed by the State Office for Road Construction and Transport Schleswig-Holstein (LBV-SH). The local railway department was created on October 1, 2001.
The tasks of the local transport association Schleswig-Holstein NAH.SH include the planning, ordering and quality assurance of the regional rail transport offer, as well as the coordination with the other public transport.
Thuringia
For the country Thuringia is transport service company Thuringia (NVS) responsible.
