Offseason
Conference change
The Liberty Flames completed a two-year process to move from the FCS's Big South Conference to FBS. With the start of the season they are eligible to participate in bowl games. You continue to run as FBS Independent.
Rule changes
For the 2019 season, among other things, the following rule changes were decided by the NCAA:
- Targeting penalties must now either be confirmed or changed by the video judge. If all aspects of targeting are not met, the penalty must be withdrawn.
- Players who receive three targeting penalties in one season will be banned from one game.
- At the start of the 5th overtime, each team makes a two-point conversion from the 3-yard line instead of receiving the ball at the 25-yard line.
- After the 2nd and 4th overtime there will be a two minute break.

Conference Championship Games
The 2019 season is the second season in which an independent championship game is played in each conference to determine the conference champion.
Bowl games
Compared to last year, the number of bowl games will remain unchanged. In the postseason 78 teams will be invited to 39 bowl games. A winning percentage of .500 or higher is required for this. This means at least six wins for a game plan with eleven or twelve games and at least seven wins for a season with 13 games. Based on the CFP ranking, the top 4 teams will be invited to the College Football Playoffs . The two semi-finals winners qualified for the 40 bowl game, the College Football Playoff National Championship Game . The semifinals are also part of the New Years Six bowls , which include the most important bowl games. In addition to the top 4 teams, other teams with a high ranking in the ranking are invited to these. At least one team must come from a Group of Five Conference (AAC, Conference USA, Mountain-West, Mid-American, Sun Belt).
Bowl permissions
Of the 130 teams participating in the season, 82 were eligible to participate in a bowl. The number of eligible teams thus exceeded the number of bowl seats available, which meant that four eligible teams were not invited to a bowl.
