In the 1989/90 season , FC Vorwärts Frankfurt / O won. in season A and BSG Chemie Böhlen won the season in season B and were promoted to the newly founded NOFV-Oberliga . Many teams lost parts of their squad after the fall of the Berlin Wall on November 9, 1989, as the players moved from the GDR to the Federal Republic . Several teams renamed themselves during the current season.

Promotion round to the NOFV league
Six teams from the 15 district leagues rose to the second highest division for the 1990/91 season. The league was renamed the NOFV league in 1990 and reduced from 18 to 16 participants per season as a result of economically-related withdrawals by some clubs. In three groups of five teams each, the 15 district champions or clubs eligible for promotion determined the promoters. The first two in each group rose. Each team played two home games and two away games in their group.
