Six teams from the 15 district leagues rose to the GDR league next season . In three groups of five teams each, the 15 district champions or clubs eligible for promotion determined the promoters. The first two in each group rose. Each team played two home games and two away games in their group.

In season 1, the champions from the Rostock , Schwerin , Berlin , Frankfurt (Oder) and Halle districts played .
