Von der Leyen Commission
The von der Leyen Commission began its work on December 1, 2019 as the successor to the Juncker Commission . In addition to the President , the European Commission now has 26 instead of the previous 27 Commissioners since the United Kingdom left the European Union . It is headed by the German EPP ( CDU ) politician Ursula von der Leyen , who headed various departments in Germany as Federal Minister . Following the European elections in 2019 on July 16, 2019, she was elected by the European Parliament as the first woman to be Commission President-designate. On November 27, this was also confirmed by the commission she proposed as a whole with almost 65% of the votes cast.
Election of the Commission President
After the European Council of Heads of State and Government , despite weeks of negotiations not on one of the European elections in 2019 be beaten top candidate as the Commission may have had some, Ursula von der Leyen was nominated on July 2, 2019, the Panel unanimously for the post. Only the German Chancellor Angela Merkel abstained because of the rejection by the coalition partner SPD .
In the election on July 16, 2019, von der Leyen received an absolute majority of 383 votes in the European Parliament ; nine votes more than the necessary majority of 374 of the 747 MEPs. In addition to the EPP , the Liberals and the Social Democrats in the EU Parliament had mostly spoken out in favor of von der Leyens elections, although the German SPD MPs in the S&D parliamentary group, like the Greens, rejected them because von der Leyen was a member the 2019 European elections was not a top candidate.
Political guidelines
Ursula von der Leyen has revised the model of the themed “clusters”, which had already been newly introduced at the Juncker Commission , insofar as the Vice-Presidents will in future assume the role of ministers , while the remaining Commissioners will be more like those of (subordinate) state secretaries correspond.
The government program of your commission follows six priorities, which also represent the clusters:
- A European Green Deal : Becoming the first climate-neutral continent
- An economy that serves people : Social justice and prosperity
- A Europe for the digital age : active participation with a new generation of technology
- Promoting our European way of life : protecting our citizens and our values
- A stronger Europe in the world : Consolidating Europe's responsible global leadership
- New impetus for democracy in Europe : promoting, protecting and strengthening our democracy
Members of the Commission
Ursula von der Leyen was aiming for a commission that, for the first time in its history, has equal representation with women and men. With 12 women among the 27 nominations so far (including von der Leyen), this goal was not fully achieved. The UK waived a nomination due to Brexit . The Commission then started infringement proceedings so that the newly elected college can start working.
Ursula von der Leyen decided to appoint three so-called “Executive Vice Presidents”, who have an outstanding position, as well as five other Vice-Presidents. In addition to their work as commissioners, all vice-presidents are responsible for one of the main issues on the von der Leyen's political agenda. Three Vice-Presidents (Jourová, Schinas and Šefčovič) and Gender Equality Commissioner Dalli are not assigned to any Directorate-General ; In addition, the Vice Presidents Šefčovič and Šuica have no commissioners among themselves, but should work across departments:
The nominees Rovana Plumb (Romania, PSD / SPE; Transport), László Trócsányi (Hungary; Fidesz / EPP; Enlargement and European Neighborhood Policy) and Sylvie Goulard (France; MoDem / EDP; domestic market) were rejected by the EU Parliament Member States had to propose new candidates.
On November 27, 2019, the European Parliament finally confirmed the revised College as a whole (see below) with the votes of the Christian Democrats ( EPP ), the Liberals ( RE ) and the Social Democrats ( S&D ). The socialists ( GUE / NGL ) and right-wing populists ( ID ) voted against the new commission, while the Greens ( G / EFA ) abstained. The voices of the Conservatives ( EKR ) were divided. Specifically, 461 MPs voted in favor, 157 against and 89 abstained. The commission was thus able to start work on December 1, 2019.
